Memories of the British Revolutions

In the Peers' Corridor of the Houses of Parliament, which leads from the central gallery to the House of Lords, eight frescoes by the Victorian artist Charles West Cope are mounted on the walls. On one side of the corridor are four pictures that depict events from the mid-seventeenth-century Civil Wars from the Parliamentarian perspective, on the other are four paintings that offer a Royalist account. They were commissioned as part of the refurbishment of the Palace of Westminster following a devastating fire in 1834. The idea behind the paintings, and the way in which they are hung, was to represent the fact that the two sides had fought each other during those wars, but that they were now unified once again and working together for the good of the nation. This scheme, and the careful consideration that went into it, reflects the difficulties involved in commemorating the events of the mid-seventeenth century.

Reconciling ourselves to the history of the British Revolutions (1640-1660 and 1688-1689) is perhaps less of a problem today, since those events are no longer central to British public consciousness or the understanding of our own history. In part this reflects the fact that the mid-seventeenth century features only fleetingly in the school history curriculum. Yet the events of those years still resonate in the way in which we conduct parliamentary politics. The adversarial model of parliamentary debate, the fact that the monarch cannot enter the House of Commons without permission, and the exclusion of Roman Catholics from the line of succession to the throne, all date from the seventeenth-century conflicts.

On 3rd September we held a workshop at Newcastle University on 'Memory of the British Revolutions in the 17th, 18th, and 19th Centuries'. Organised in collaboration with colleagues at the Université de Rouen in France, this was a second workshop aimed at building towards a big grant application 'Memories of the English Revolutions: Sources, Transmissions, Uses (17th-19th centuries)' (MEMOREV). This workshop brought together a number of British and French scholars from different disciplines and career stages to consider how the 1640-1660 and 1688-1689 revolutions were remembered, forgotten, contested and reinvented across the British Isles, Europe, and North America between the mid-seventeenth and the early twentieth century. The aims of the wider project (as set out in the workshop by Claire Gheeraert-Graffeuille) involve several elements:

Linking the conflicts of the 1640s and 1650s with those of the late 1680s and early 1690s. These were often linked retrospectively and, as Jonathan Scott has shown, many of the issues that were fought over in the 1640s were unresolved in 1660 and surfaced again at the time of the Glorious Revolution

Taking a broad geographical approach encompassing not just the British Isles but also continental Europe and North America so as to re-examine the impact of these revolutions on European and transatlantic cultures

Exploring the tension between memory and history and the way in which the two impact each other, including the importance of remembering and forgetting in the fashioning of historiography.

In what remains of this blogpost I will explore my own reflections on this stimulating workshop.

While the British Revolutions may no longer hold the place in the public consciousness they once did, episodes from that era still create tensions or problems for those engaged in remembrance, memorialisation, and even historical interpretation. As an historian who regularly teaches the British Revolutions I am acutely aware of this. I know the horrifying fact that the proportion of the population that died in the civil wars was greater than in World War One, and despite my republican sympathies I am uncomfortable discussing - let alone celebrating - the details of the execution of the King.

As several speakers from our workshop highlighted, the violence and the regicide have created difficulties for those remembering the events ever since the seventeenth century. Isabelle Baudino's paper was particularly strong on this. While early visual narratives of the period, such as A True Information of the beginning and cause of all our troubles and John Lockman's New History of England, did present the violence - the latter including an image of the execution of Charles I by Bernard Picart - later versions replaced these images with tableaus that encapsulated the event without actually depicting the brutality. Isabelle focused on two scenes that proved particularly popular as means of presenting the regicide and Cromwell's reign respectively in ways that were not too shocking or distasteful.

Rather than depicting the regicide itself, the authors of narrative histories began alluding to that event by recreating the king's final farewell to his children. As Isabelle noted, the regicide was effectively present in this scene, since the reason Charles was having to take leave of his family was because he had been condemned to death, but the act itself was not shown. That farewell scene became ubiquitous not just in narrative histories but also in other forms, right up to Ken Hughes's 1970 film Cromwell.

The other scene Isabelle discussed also features in that film. It was Oliver Cromwell dissolving the Rump Parliament in April 1653, which became a symbol or shorthand for Cromwell's authoritarian rule. As Myriam-Isabelle Ducrocq noted in her paper, Cromwell as a character has also been problematic for those remembering or offering an historical account of the British Revolutions. This is especially true with regard to his activities in Ireland, but Myriam-Isabelle showed that Cromwell was also a difficult figure for historians such as Frances Wright, whose grand narrative England, the Civilizer appeared in 1848. On the one hand Wright was critical of Cromwell's actions and yet she also sought to exonerate and redeem him, describing him as a wonderful man and a guardian of civilisation.

Wright saw the Revolution of 1640-1660 as a positive event, advancing the civilising process, yet for her - and for later parliamentarian sympathisers - it could be difficult to identify moments or characters worthy of celebration. Waseem Ahmed's paper addressed this issue from the perspective of the Left in examining 'Levellers Day', a commemoration of the Leveller mutiny which resulted in the execution of three men - Cornet Thompson, Corporal Perkins, and Private Church - at Burford in Oxfordshire in May 1649. Despite the violence of this event, and the fact that it marked the end of the main active phase of the Leveller movement, it is the date that Left-wing activists have chosen as a focus for celebration since the 1970s. In his talk, Waseem provided detail on the background to the annual Levellers Day celebration and drew out some of the complexities and tensions inherent in it. Though effectively a celebration of a moment of defeat it celebrates the bravery of these men who sacrificed their lives for a cause they believed in. Moreover, the event is important in offering an alternative history of the British Revolutions distinct from that offered by the establishment, and is part of a wider argument (encouraged by the Communist Party Historians’ group in the 1950s and 1960s) that England does have a revolutionary tradition.

A second theme that cropped up in several of the papers was the importance of networks - both familial and political - to the preservation of memories (especially more hidden or controversial memories). Cheryl Kerry's paper highlighted this in relation to the 'regicides' who had signed the death warrant for Charles I. She showed both that there was a great deal of intermarrying among regicide families and that a number of descendants of the regicides were involved or implicated in later plots and were prominent among the supporters of William III in 1688-89.

Interestingly, Stéphane Jettot demonstrated that the situation was very similar for a group on the other side of the political divide - the descendants of Jacobites. Again there is evidence of intermarriage and Stéphane particularly highlighted the role played by female family members in maintaining memories through the preservation of documents and artefacts.

Returning to the civil wars, Lucy Hutchinson, who was the focus of David Norbrook's paper, played a crucial role in preserving the memory of her husband, the parliamentarian Colonel John Hutchinson. David demonstrated how important members of her family then were in controlling the publication of the manuscript of her Memoirs and the format in which it appeared.

Gaby Mahlberg also touched on the importance of networks, this time of those with similar political views, in her paper on the dissemination of texts and images relating to the regicide Algernon Sidney in seventeenth- and eighteenth-century Germany. Gaby noted the important role played by Thomas Hollis and his circle in the creation and circulation of key images. Members of that circle included the Italian painter and engraver Giovanni Battista Cipriani, the German engraver Johann Lorenz Natter, and the Baron Stolzh.

Hollis and his circle worked hard to keep the memory of the British Revolutions alive in Britain and abroad in the late eighteenth century and saw connections between the events of the mid-seventeenth century and their own times. The third theme that stood out to me from the workshop papers was the importance of reverberations and feedback loops both in preserving memories (by ensuring that events remained relevant) but also in distorting the way in which particular events were remembered.

Several participants highlighted the fact that in nineteenth-century France, discussing the English Revolutions was a subtle way of commenting on the French Revolution and contemporary events in France. In his paper on nineteenth-century French school textbooks, Pascal Dupuy explained that parallels between the Stuarts and the Bourbons were especially common in the Restoration period and that discussions of the Stuarts could be read as comments on the contemporary French monarchy.

Another obvious parallel for the French was that between Napoleon Bonaparte and Oliver Cromwell. As Isabelle Baudino explained, Bonaparte's coup added a new urgency and relevance to the image of Cromwell dissolving the Rump Parliament. It was not only for the French that Cromwell was a striking character. As Maxim Boyko demonstrated in his paper, Cromwell was interpreted by some Italians through a Machiavellian lens. Maxim noted that the Italians also tended to understand the period of the commonwealth and free state between 1649 and 1653 through the lens of the Italian city states, not least Venice.

These ideas have been very much in my mind as I returned to teaching. In my first week back I encouraged undergraduate students on my special subject 'The British Revolutions, 1640-1660' to think about some of the resonances of that period today. I also engaged in a lively discussion with MA students on British values and citizenship and the extent to which these are rooted in history. I hope the MEMOREV project will offer further opportunities to explore the symbiotic relationship between the past and the present, memory and history.

Encountering Political Texts at the National Library of Scotland 1: An Appetiser

Next week the exhibition 'Encountering Political Texts' opens at the National Library of Scotland (NLS). This is the second exhibition related to the 'Experiencing Political Texts' project (an account of the first, which was held at Newcastle University's Philip Robinson Library last summer, can be found here). It is also our final Experiencing Political Texts event. Though the general themes are similar to those in the Newcastle exhibition, the focus of each cabinet and the items on display are different. Next month's blog will offer a full account of the exhibition, this month I provide a quick taster, discussing what are perhaps my favourite items in the exhibition - the volumes produced by Thomas Hollis.

I have discussed Hollis in previous blogs, and so will not repeat those details here. Instead I will focus on the volumes in the NLS collection, some of which feature in our exhibition. These volumes originally formed part of the Advocates Library of Edinburgh. This was a law library that was officially opened in 1689. From 1710 it became a legal deposit library, meaning that it received a copy of every book published in the United Kingdom. Between 1752 and 1757 the Keeper of the Advocates Library was the philosopher and historian David Hume. In 1925 the National Library of Scotland was created by an Act of Parliament

Hollis made donations to the Advocates Library at various points during the 1760s and 1770s, at a time when he was also sending books to Oxbridge college libraries and to public and university libraries in Europe and North America. Many of the NLS Hollis volumes include a dedication, written in Hollis's hand. Though the messages vary slightly from copy to copy the basic formula is this:

Most of the Hollis volumes at the NLS are bound in red Morocco with symbols added to the cover in gold tooling and stamped in black ink on the inside pages. They were the work of John Matthewman, who was Hollis's main bookbinder until around 1769 when he absconded due to a debt.

Among the volumes sent to the Advocates Library were several works from the commonwealth tradition. These include Henry Neville's Plato Redivivus, which had first appeared in 1681 at the time of the Exclusion Crisis. It sought to apply the principles set out by Neville's friend James Harrington in The Commonwealth of Oceana (1656) to the very different political situation of the 1680s. The work was republished by Andrew Millar in 1763. Hollis seems to have been quick to call for a second edition since an entry in Hollis's diary for 15 November the following year records a conversation Hollis had with Millar in which he 'Engaged him to reprint, that master-work intitled "Plato Redivivus. Or a Dialogue concerning Government", written by Harry Neville the friend of James Harrington, and like him ingeneous.' (The Diary of Thomas Hollis V from 1759 to 1770 transcribed from the original manuscript in the Houghton Library Harvard University, ed. W. H. Bond. Cambridge, Mass., 1996. 15 November 1764). The dedication in the Neville volume is a little fuller than the basic version reproduced above, with Hollis declaring himself a lover not merely of liberty but also of 'the Principles of the Revolution & the Protestant Succession in the House of Hanover'. The tools on the cover of this volume are a cockerel on the front and an owl on the back, with a Pilius (liberty cap) on the spine. The cockerel symbolises alertness or vigilance, the owl - wisdom, and the Pilius - liberty. Inside the volume is a stamp depicting Athena (the Greek goddess of wisdom) and one of Britannia (NLS: [Ad].7/1.8).

Also in the collection, though not in an original Hollis binding and probably not donated by Hollis himself, is a copy of Algernon Sidney's, Discourses Concerning Government. First published in 1698 by John Toland, the volume was reprinted several times during the eighteenth century with additional material being added each time. The copy in the NLS is a 1772 reprint of the 1763 edition printed by Andrew Millar that was edited by Hollis and which marked the high point of the work in terms of size, incorporating a biography of Sidney, additional works by him, and letters taken from the Sidney papers. This version includes an Advertisement signed by J. Robertson and dated 21 October 1771, which explains that various corrections (not previously picked up) had been made regarding the names old English names and places. The volume also includes the famous engraving of Sidney that Hollis commissioned from Giovanni Cipriani in which Sidney is dressed in armour and enclosed within a laurel wreath. Below that image, and repeated on the title page and later in the work, is a small Pilius, highlighting Sidney's commitment to liberty.

As well as publishing the first version of Sidney's Discourses, Toland had also published the works of John Milton in 1698. To accompany this, he wrote and printed The Life of John Milton which was then reprinted by Millar in 1761. This was another of the works that Hollis sent to the Advocates Library in the 1760s. It is particularly interesting because it has not one but three gold tools on both the front and the back. On the front is Athena with a branch on one side of her and a feather on the other. On the back the cockerel, Britannia, and the owl. The proliferation of gold tooling perhaps reflects the particularly high esteem in which Hollis held Milton. Hollis referred to Milton as 'divine' and 'incomparable'. And as well as collecting and disseminating Milton's works, Hollis had a picture of him in his apartment and even managed, in 1760, to purchase 'a bed which once belonged to John Milton, and on which he died'. This he sent as a present to the poet Mark Akenside, suggesting that if 'having slept in that bed' Akenside should be prompted 'to write an ode to the memory of John Milton, and the assertors of British liberty' it would be sufficient recompense for Hollis's expense (Memoirs of Thomas Hollis. London, 1780, pp. 93, 104, 112).

Following J. G. A. Pocock, a sharp distinction has tended to be drawn between the commonwealth writers (including Milton, Sidney and Neville) and John Locke. Now much questioned, this distinction also does not appear to have existed for Hollis who felt quite able to celebrate Locke as well as Milton. Several copies of Locke's works appear among the Hollis volumes in the NLS. One of these (a copy of the 1764 edition of Two Treatises of Government produced by Millar) resembles the commonwealth works in depicting Athena on the front and the Pilius on the back (with stamps of a Harp and Britannia on the fly leaves). Another emphasises the association of Locke's works with liberty by repeatedly using the Pilius image (NLS: [Ac].4/1.7).

Finally, several of the volumes donated by Hollis to the Advocates Library focus on religious rather than political matters, including several by the clergyman and religious controversialist Francis Blackburne (1705-1787). Born, like Hollis himself, in Yorkshire, Blackburne lived most of his life in Richmond. Though he became a clergyman in the Church of England, Blackburne subsequently refused to subscribe again to the Thirty-nine Articles, the defining statement of the doctrines and practices of that Church. His best known work The Confessional (which Hollis had persuaded him to publish and to which he gave his commendation 'Ut Spargum' - that we may scatter them) engaged with the history of the Church of England and the controversies over subscription. It was a text that prompted a fierce pamphlet exchange, allegedly amounting to ten volumes worth of material (B. W. Young, 'Blackburne, Francis', Oxford Dictionary of National Biography). The presentation copy of The Confessional that Hollis gave to the Advocates Library bears a stamp of Athena inside the front cover and one of an owl in the back. The front bears a gold tool of Caduceus or staff of Hermes, a symbol of peace and rebirth, and the back a gold-tooled branch with leaves (NLS: Nha.Misc.32).

Hollis also presented a copy of Blackburne's Considerations on the present state of the controversy between the Protestants and Papists of Great Britain and Ireland (1768) which, like the Milton volume, bears more than one emblem on the front and back covers. In the centre of the front cover is a gold-tooled Britannia, with a cockerel placed in the bottom left corner. The back depicts Athena centrally with an owl bottom right. The spine features the Caduceus (Nha.Misc.31).

Though he remained within the Church of England, Blackburne had close family connections to Theophilus Lindsey and John Disney who were involved in the establishment of Unitarianism, suggesting a link to Hollis's own Dissenting position. Moreover, just as Hollis devoted his life to preserving the memory of great thinkers of the past and present, so Blackburne played a crucial role in preserving the memory of Hollis himself. Following his friend's death, Blackburne produced a two-volume account of Hollis's life, which has been described as a 'memorial to Hollis's radical tradition' (Young, 'Blackburne, Francis', ODNB).

A number of the Hollis volumes described in this blogpost will be on display at the 'Encountering Political Texts' exhibition at the National Library of Scotland between Friday 8th December 2023 and Saturday 20th April 2024.

Translating English Republicanism in the European Enlightenment

I feel lucky that we have so many excellent early modern intellectual and cultural historians based at Newcastle with whom I can talk and collaborate. One of these is my friend and colleague Gaby Mahlberg who currently holds a Marie Sklodowska-Curie postdoctoral fellowship with us. In late June, Gaby organised a workshop as part of her fellowship which brought a number of excellent scholars who work on the translation of political texts to Newcastle. The workshop explored a number of themes, including: the purpose of translations; the roles of the individuals involved in producing them; the building of canons; and free speech.

As someone who has worked on translations since the very beginning of my research career, I have often reflected on their purposes. We tend to assume that the main aim of a translation is to disseminate the ideas contained within the text and that those involved in producing the translation identify the text as relevant to their own cultural and political context and audience. Yet, some of the examples discussed at the workshop suggested that this is not always the case.

Elias Buchetmann briefly discussed the partial translation of Thomas Paine's Rights of Man, which appeared in Leipzig in 1791. Though it made available part of Paine's famous work to a German audience, the aim appears to have been less to disseminate Paine's ideas than to contain them, reinforcing instead the position of Paine's antagonist Edmund Burke. This is evident in the way in which the footnotes are used to contradict and correct Paine's views, so that the reader does not receive Paine's ideas in isolation but via a Burkean lens.

Ariel Hessayon's paper on the translation of Gerrard Winstanley's New Law of Righteousness raised a different question: whether a translation is always produced for circulation. We know about this German translation of Winstanley's text from the catalogue of the library of Petrus Serrarius, though no copy of the translation survives. The translator was probably Serrarius himself. We might assume that since he could read English he must have translated it to circulate among others who could not, but in the discussion we noted that this is not necessarily the case. Katie East reminded us that translation was a long-established pedagogical technique for those learning classical languages and that this could equally apply to the learning of European languages. It was also noted that translating a work could be used to develop a deeper understanding of it.

Several papers challenged the assumption that a translated political text is necessarily seen as relevant to the political context into which it is translated. The transmission of English republican ideas into France, which has been explored in detail by several of the workshop participants, certainly seems to fit this model. The Huguenots, who were particularly concerned with justifications for resistance, translated works by Algernon Sidney and Edmund Ludlow. Whereas Harrington's works, as Myriam-Isabelle Ducrocq's paper reminded us, came into their own during the French constitutional debates of the 1790s. Several papers, however, made clear that the translation of English texts into German tells a rather different story. Both Felix Waldmann in his account of the German translations of John Locke's works and Gaby Mahlberg in her discussion of the German reception of Cato's Letters highlighted a sense among both translators and reviewers that those texts applied specifically to England, and that their insights and models could not easily be applied in a German context. Of course, this could be a rhetorical device to distance the translator, editor, or printer from potentially controversial ideas, but it is certainly true that the German states in the eighteenth century were very different from that of early modern England.

As well as thinking about the purpose of translations, several speakers touched on the role of the individuals involved in their production. Thomas Munck's paper drew attention to the fact that, despite being in France during the Revolution, Thomas Paine contributed very little to debates and events there. Though he was a member of the Convention, he hardly ever spoke, he did little while in France to promote his own works, and though he advocated certain proposals - such as a fairer tax system - he had little to say about the practical means of achieving them. In the discussion that followed we reflected on how we should classify Paine. Was he a political thinker, a politician, an activist, or more like a journalist or observer (at least during his time in France)? It was also noted that political thinkers and writers do not always make good politicians.

Similar questions were asked about Pierre Des Maizeaux who was the focus of Ann Thomson's paper. He was not an original thinker, nor was he much interested in political discussion - being more of an erudite scholar. Yet he was crucial to the dissemination of political ideas thanks to his role as an intermediary, editor and populariser.

These examples point towards a wider question of the connection between theory and practice. Today it often seems as though politicians engage very little with political thought, while academics engaged in political thinking have little influence on practical policy. Yet, it might be argued, both are necessary if improvements are to be made. Thinking about the channels that exist - or could be developed - between the two, and celebrating the intermediaries and popularisers who forge and sustain them, has potential value for us all.

The role or identity of key thinkers was approached from a different perspective in Tom Ashby's paper on the reception of Algernon Sidney's ideas in eighteenth-century Italy. Tom's account of the figures Sidney was associated with by different Italian thinkers at different times prompted much discussion. Initially he was linked, as one might expect, to natural law thinkers such as Samuel Pufendorf and Locke. But the Italian Jacobin Matteo Galdi associated Sidney, instead, with a more eclectic list of thinkers including Francis Bacon, Jean-Jacques Rousseau, the baron de Montesquieu, Gaetano Filangieri and Giambattista Vico. Galdi presented these figures as advocates of what he called 'new politics' (presumably building on Vico's 'new science'). Similarly, Christopher Hamel reminded us that the marquis de Condorcet associated Sidney with René Descartes and Rousseau in his Esquisse, and Sidney was also regularly linked in the eighteenth century with his contemporary John Hampden as examples of patriotic martyrs. While some of these links appear bizarre, and while it can be difficult to understand the thinking behind them, they do offer another potential avenue by which we can explore the tricky question of reception.

Finally, some of the papers touched on issues of free speech and toleration. Christopher Hamel drew attention to the idea of 'disinterested historians' in his paper on the French reception of Thomas Gordon's Discourses on Tacitus. Reviewers praised Gordon's tactic of simply describing, for example, 'the flattery which reigns at the court of tyrants' without feeling the need explicitly to pass judgement. It was noted that the Royal Society had emphasised the idea of disinterested scientists who would develop conclusions purely on the basis of reason, observation, and experimentation. The suggestion was presumably that historians could do something similar.

Ann Thomson reflected in a similar way on the approach of Huguenots such as Des Maizeaux and Jean Le Clerc. Des Maizeaux has sometimes been seen as advocating irreligion on account of his willingness to circulate free thinking works, but Ann suggested that his aim was really the promotion of toleration. This was reflected in the fact that he invested a great deal of time and energy into producing an edition of the works of William Chillingworth, who was a latitudinarian Anglican. Similarly, in a review of John Rushworth's collection of documents from the civil wars, Des Maizeaux noted a republican bias in the selected texts and suggested that royalist texts should be published as a complement. Jean Le Clerc also seems to have been concerned with offering a balanced account of the mid-seventeenth-century conflict. When reviewing the Earl of Clarendon's History of the Rebellion and Civil Wars in England in Bibliothèque choisie he noted that it was 'very zealous' for the King's party and suggested that Edmund Ludlow's Memoirs be read to provide a contrast or comparison.

These examples reminded me of Thomas Hollis. As I have discussed previously in this blog, Hollis published not just works that he favoured but also those expressing opposing views - on the grounds that readers needed to read both and judge for themselves. Moreover, Hollis also picked up specifically on Clarendon's History, though his suggestion was that it should be read alongside the works not of Ludlow, but of John Milton.

In short, the workshop provided much stimulation for thought about the role and importance of translations and translators in adding to our understanding of early modern political cultures, and the relationship between ideas and practical action. At the same time, it prompted thought about that relationship today. What means can be used to bring the rich political thinking of academics to bear on contemporary political issues? And what specific role might 'disinterested historians' play in this task?

Experiencing Political Texts: Workshop 1s

The week commencing 5th September 2022 was politically eventful in the UK, with a change between Monday and Friday not just of Prime Minister but also of monarch. In the midst of this political upheaval we held the first Experiencing Political Texts workshop, on the theme 'Genre and Form in Early Modern Political Thought'. Twelve rich and stimulating papers were delivered, disrupted only slightly by a gas leak just before our final panel which prompted an evacuation of the building.

In his paper on ceremonial writings from the civil war period, Niall Allsopp emphasised the importance of thinking about the key terms of the project and the complexity of their meanings. Inspired by this prompt, the reflections that follow are organised around the three words of our network's title, taken in reverse order.

Collectively, the speakers adopted a broad understanding of what we mean by the term 'text'. Many spoke about written sources (both manuscript and print) but a significant number incorporated into their discussion non-textual forms such as images, artefacts, and even landscapes. Martin Dzelzainis made an explicit case for images to be understood - and read - as texts. Noting that paintings were cited as a casus belli by the English in their conflict with the Dutch in the 1670s, Dzelzainis showed how the rhetorical technique of citing inartificial proofs could encompass visual as well as written sources, and highlighted the difficulties visual propaganda materials presented for those who were charged with refuting them in print.

Other papers addressed the malleability of texts and the fact that a single 'text' might change its identity over time. In her paper on clandestine literature, Delphine Doucet explained that the text of the Traité des trois imposteurs was not stable. New chapters were added over time so that different versions of the text vary in length and content. In addition, from 1719 when the first printed version of the text was published, print and manuscript versions circulated alongside each other. The other text discussed by Delphine, Jean Bodin's Colloquium heptapolomeres, was more stable, but here too paratextual additions (such as an index) influenced the way in which particular copies were read. I made a similar observation in my own paper about how the paratextual material added to editions of English republican texts produced by John Toland and Thomas Hollis shaped how those works were interpreted. For example, Toland's emphasis on the monarchical and aristocratic connections of the original authors served to make works published under the English commonwealth applicable to the circumstances of English society following the Glorious Revolution. It was not only full texts that were 'recycled' in later editions, but also extracts, anecdotes, and even jokes. It was interesting to note that Daniel Isaac Eaton, who has come to my attention because of his tendency to republish extracts from radical political texts in his periodical Politics for the People, is also known to Tim Somers as regards his reprinting of radical jokes.

Various papers highlighted the fluidity of boundaries between texts and the interplay between different kinds of text. Gaby Mahlberg presented John Toland's Anglia Libera as a patchwork sewn from a range of radical texts, thereby emphasising the importance of intertextuality within the republican canon. She argued that readers of the German translation will have read the work differently from their English counterparts owing to the fact that they will have been unaware of the sources on which Toland was drawing. Tim Somers's paper reminded us of the fluid nature of the boundary between textual and oral culture. Jest books not only recorded jokes that had been heard - thereby reflecting a move from the oral to the textual - but might also operate as collections of jokes to be retold - thereby facilitating a shift back from textual to oral form. In his paper on Thomas Spence, Tom Whitfield noted that Spence's first move as a political actor also involved a shift from the oral to the textual, with the lecture that he delivered to the Newcastle Philosophical Society in 1775 being printed for sale and circulation (a move that sparked condemnation). But Spence took this crossing of boundaries much further. The Land Plan he had set out in his lecture made the move from prose to verse, and was abstracted in slogans which he stamped onto tokens and chalked onto walls. The relationship between Spence's pamphlets and his tokens was particularly complex. The tokens were used to advertise his Land Plan and whet the appetite of readers for his printed works, but as Tom indicated as a form of coinage they could also be handed in at Spence's shop in exchange for a pamphlet.

The focus of our project is primarily on early modern political texts, but some of the papers served to remind us that there is value in adopting a broad and flexible definition of the term 'political'. Two papers in particular focused on genres that we would not immediately think of in these terms: Tim's paper on jest books and Harriet Palin's paper on religious catechisms. Tim pointed out that, while we often think of political jokes as graphic or literary satire aimed at challenging authority, jest books are primarily concerned with mirth and diversion. Yet Tim made a strong case for them still having a political role to play, showing how jests were used by defeated royalists during the civil wars to identify themselves and solidify their position, and by eighteenth-century Whigs to ridicule what they saw as the immoral behaviour of their opponents. Meanwhile, Harriet showed how catechisms were aimed at persuasion and could be read as a calls to action. In this regard I was struck by the parallel between republican treatises that were designed to generate active citizens whose behaviour would strengthen the common good, and Protestant catechisms aimed at creating active believers whose actions would strengthen both their own faith and their religious communities. Moreover, in both cases there is a tension between giving agency to people and directing this towards specific ends.

The question of what we mean by 'political' texts was approached from a different angle in Max Skönsberg's paper, in which he introduced the Subscription Library project that he has been working on alongside Mark Towsey and others. Max's analysis of borrowing records has revealed that theoretical works of politics like Thomas Hobbes's Leviathan and John Locke's Two Treatises were not particularly popular with the members of subscription libraries. Nor were parliamentary documents and debates borrowed frequently by readers. Yet, we should not assume from this that the members of these libraries were uninterested in politics. Among the works borrowed most frequently were histories, including David Hume's History of England (borrowed from Bristol's Library 180 times between 1773 and 1784) and William Robertson's History of Charles V (borrowed 131 times in the same period). While adopting the historical form, these works were overtly political and Mark's paper on readers' manuscript adaptations of Hume's History made clear that readers read them for their own political purposes. This idea of history as an explicitly political genre was reiterated in Tiago Sousa Garcia's paper on Richard Fanshawe's translation of the Portuguese classic the Lusiad. Tiago introduced us to the seventeenth-century debate about whether works like Lucan's Civil Wars and the Lusiad should be viewed as epic poetry or history and highlighted the different connotations associated with each genre.

Finally, there is the question of what we mean by 'experiencing' political texts? By using this word we are indicating an interest not simply in passive reading, but rather in more active engagement. The question of how this is achieved was the subject of several papers, with speakers reflecting on how humour, rhetoric, the blending of fact and fiction, and other literary devices were used to engage readers. Myriam-Isabelle Ducrocq's paper on eighteenth-century French translations of English republican texts highlighted a further strategy: the deployment of emotion. She described how the French translator of Algernon Sidney's Discourses concerning Government added to the translation a letter Sidney had written to a friend in which he explained why he had decided to remain in exile rather than returning to England. The letter drew an emotional connection between Sidney's experience of exile and that of the translator himself (a Huguenot refugee then living in the Dutch Republic) and via him to his Huguenot readers. By reminding his readers that they shared the emotional experience of exile with Sidney, the translator provided an incentive for them to engage with his work, and directed their approach to it. Of course, engaging emotions was not always viewed positively. Part of the objection to epic poetry, in the seventeenth-century debate described by Tiago, was precisely its tendency to do this.

The experience of reading a particular text might also vary depending on its format. As I noted in my paper, the editions of Sidney's Discourses published by John Toland, Thomas Hollis, and Daniel Eaton were very different from each other. They were directed at different audiences, had different purposes, and created distinct reading experiences. Similarly as Gaby and Myriam-Isabelle demonstrated, the experience of reading a text in translation is often different from reading the original. In the case of Toland's Anglia Libera, the title of the German version was truncated and the dedication cut. The papers by Max and Mark revealed that the reading experience might also be different when accessing a library copy of a work as opposed to reading one's own copy. Library members could not always control when they were able to access a particular book and might even have to read a multi-volume work in reverse order. While we know that readers added annotations to library copies, they might nevertheless have felt more inhibited about doing so. They were, therefore, more likely to produce their own separate notes on a work (of the kind Mark presented to us) rather than scribbling in the margins. Even the same physical text might be experienced differently by different audiences, as Tom made clear in his discussion of Spence's tokens. Tom argued that Spence adjusted the price depending on the purchaser: selling them at a high price to collectors, but throwing them into the street to be picked up by poor Londoners for free. For some, the tokens were therefore a collectible item to be catalogued, stored, and cherished, but for London's poor they were an abstract of Spence's radical programme and an invitation to discover more.

Finally, Niall raised the interesting point about the relationship between readers and spectators. The ceremonial works Niall is studying were designed to make readers feel like spectators and to create an imagined community. Drawing on Stephen Shapin's notion of virtual witnessing as applied to scientific experiments, Niall argued that ceremonial writings could therefore be used to affirm the authority of the magistrate(s) involved. This idea remains relevant today. Over the last few weeks those of us living in the UK have found ourselves drawn (willingly or unwillingly) into virtual witnessing in the ceremonials associated with a royal funeral.

We will pick up many of these issues at our next workshop in York in late February 2023. I only hope that the political situation that week will be less eventful.

Algernon Sidney (1623-1683)

Algernon Sidney is far from being a household name and is probably less well known even among scholars than his uncle Sir Philip Sidney, author of Arcadia. Among those who are familiar with the younger Sidney, he is generally famed less for his published works than for two facts about what he wrote. First, his own words were used to convict him of treason in 1683, resulting in his execution. The manuscript of the work that became the Discourses Concerning Government was said to have been on Sidney's desk at the time of his arrest in May 1683 for his alleged involvement in the Rye House Plot. Those manuscript pages were subsequently used as a 'witness' against him at his trial, held later that year. Secondly, when working as a diplomat in Denmark, Sidney wrote the following inscription in the signature book of the University of Copenhagen:

MANUS HAEC INIMICA TYRANNIS

EINSE PETIT PLACIDAM CUM LIBERTATE QUIETEM

('This hand, always an enemy to tyrants, seeks a little peace under liberty.'). (Jonathan Scott, Algernon Sidney and the English Republic, 1623-1677. Cambridge University Press, 1988, p. 133).

Next year marks the four hundredth anniversary of Sidney's birth. Though originally planned for April 2020, only to be disrupted by the Covid-19 pandemic, the conference held in the French town of Rouen in April 2022 might now be seen as an early celebration of that anniversary. The conference was organised by Christopher Hamel and Gilles Olivo. Christopher has recently produced a modern edition of the 1702 French translation of Sidney's Discourses by Pierre August Samson, to which he has added a rich scholarly introduction that surveys the reception of Sidney's thought in eighteenth-century France. This was the first conference I have attended in-person - and my first trip abroad - since January 2020. As such it was a particular pleasure to be able to attend.

As always, what I offer here are my own reflections on the papers delivered rather than a full account of every paper. Three themes in particular struck me as I listened to the contributions: the relationship between theory and practice in republican thought; the value of adopting a European perspective to English republicanism; and the views of Sidney (and others) on prerogative power and its relationship to popular sovereignty.

Theory and Practice in Republican Thought

Scholarly accounts of Sidney's thought have tended to place emphasis on his writings, and in particular the Discourses Concerning Government and Court Maxims. While not dismissing the importance of these writings and the ideas contained within them, Tom Ashby's excellent opening paper focused on Sidney's actions and writings as a diplomat working on behalf of the English Commonwealth and Free State. He expertly demonstrated how the letters that Sidney wrote to King Charles Gustavus of Sweden, and King Frederick of Denmark, in August 1659 effectively embody his republican principles in the way in which he presented himself  to, and engaged with, his royal correspondents. Sidney's role as a martyr has long been central to the understanding of him and his ideas, but his role as an agent of the English republic has received far less attention, and the glimpse into this that Tom offered suggests it has the potential to greatly enrich our understanding of Sidney's thought. I eagerly await the opportunity to read his finished thesis - and the publication of the article he is preparing on these letters. 

As I noted in my own paper, political action (negotium) was crucial for republican authors. I argued that figures like Sidney and James Harrington (as well as their later editors, printers, and translators) used the literary and material dimensions of their texts not merely to convey ideas in a passive form but to encourage readers to engage more deeply with those ideas and even to venture into action.

Encouraging political action was, of course, also central to the Leveller movement, which has been richly studied by Rachel Foxley, John Rees, and others. Rachel's paper, which compared the ideas of the Levellers on the nature and role of parliament with those of Sidney, also touched on questions of the interaction of thought and practice. Specifically, Rachel explored the ways in which Levellers - such as Richard Overton - in the 1640s and Sidney in the 1680s grappled with the pressing problem of the relationship between a sovereign people and its representatives; and how (if at all) those representatives might be made accountable to those they represented.

One of the problems of engaging with ideas in action that was discussed in response to these papers is whether this makes it harder to identify a coherent - and consistent - political theory. The question of whether a consistent political theory can be constructed from the various petitions and pamphlet writings of the Levellers has already been addressed by Rachel and others, but the question is equally applicable to Sidney. Christopher noted this in his introduction to the conference, asking whether it is possible to talk of coherence when Sidney himself did not complete or publish either of his major works. Building on this, Tom's paper raised the question of whether it is appropriate to treat Sidney's diplomatic letters as texts in the history of political thought. It certainly seems as though there would be value in doing so, not least because - as Tom pointed out - they provide a useful counterpart to the Court Maxims. In that dialogue Sidney attempts to persuade the people of his ideas on government, whereas in his diplomatic correspondence his aim is to persuade kings. Moreover, as both Rachel's paper and that by François Quastana made clear, the problem of consistency also arises in the Discourses. Because Sidney's aim in that text is to refute the arguments of Robert Filmer, he sometimes ends up contradicting himself. Rachel showed this very clearly in relation to his arguments about representation. In some places he presents representatives as servants, and so insists that those who elect them must be able to instruct them. Elsewhere his views reflect a more aristocratic understanding of representatives, arguing that they must be given the freedom to make their own decisions, and that they cannot be held to account by their constituents. Similarly, François showed that while Sidney castigates Filmer for drawing a parallel between kings and fathers, he himself draws a similar (and equally problematic) parallel between brothers and citizens.

The Value of a European Perspective

Since the motivation behind this conference was the publication of Christopher's excellent edition of the French translation of Sidney's Discourses, it should come as no surprise that the importance of adopting a European perspective to English republicanism was another theme that was raised by various participants. Again Tom's paper was pioneering in this regard showing (as Gaby Mahlberg's recent book on the English Republican exiles has also done) just how much material is available in foreign archives on the English republic and English republicans.

As other papers made clear, the European approach is important not just with regard to individuals but also texts. François reminded us how much both Filmer and Sidney owed to French political models; including both, on the one hand, the writings of Jean Bodin and, on the other, those of the monarchiens. In her paper, which offered a stimulating comparison of the reception of the ideas of Sidney and Harrington in eighteenth-century France, Myriam-Isabelle Durcrocq made the important point that studying the French reception of the works of these thinkers not only reveals much about French Huguenot and Enlightenment thought, but also illuminates English republicanism itself. It draws our attention to the different preoccupations of Sidney and Harrington (which led to their works being celebrated in France at different points in time and by individuals facing very different concerns). This highlights the fact that there was not just one single strain of English republican thought, but rather several distinct varieties.

Prerogative Power and Popular Sovereignty

Of course, as Myriam-Isabelle rightly noted, while Harrington and Sidney diverged on various points, two principles on which they firmly agreed were, first, the evils of arbitrary power (or the power of one) and, secondly, the sovereignty of the people. One reflection of this in Harrington's work (as she reminded us) is that Harrington called his popular assembly the Prerogative tribe, alluding to the fact that the prerogative power lies not with any king or prince but with (as Harrington puts it in Oceana) the 'king people'. Sidney embodies a similar idea in his engagement with the Kings of Sweden and Denmark in the letters discussed by Tom. Not only does he clearly believe that, as a representative of the English commonwealth, he can speak directly and on equal terms with royalty, but he also warns Gustavus to adjust his behaviour and to act in the interests of the common good rather than arbitrarily for his own personal gains - or risk republican violence being launched against him.

The attitude to prerogative power was also, as Alberto de Barros pointed out in his paper, a fundamental dividing line between Sidney and John Locke in their respective responses to Filmer's Patriarcha. While both were critical of the prerogative power of kings, Locke was willing to accept that it might legitimately be exercised under two distinct circumstances. First, at moments of crisis or emergency; and, secondly, when the law is silent on a particular point and interpretation is therefore required. Locke was clear, however, that in these cases the prerogative (in order to be legitimate) must only be used to advance the common good. Sidney, by contrast, was adamant that any power that operates above the law is illegitimate; that the very existence of a royal prerogative would undermine liberty and constitute a violation of the common good.

As I hope this blogpost demonstrates, I learned a huge amount from all the papers at this excellent event; as well as from our stimulating and fruitful discussions, which continued over drinks and meals. As I sat on the train leaving Rouen (somewhat reluctantly), I was struck by a parallel between the ideas I had been having about the conference discussions and my experience of attending a conference for the first time in two years. Sidney not only thought and wrote about republican principles, but also embodied them in his engagement with rulers such as the Kings of Sweden and Denmark, developing and extending his thought in the process. Similarly, in attending this conference I moved from contemplation of his thought to engagement with others, was led to interact with individuals coming from different countries and intellectual traditions, and ultimately had my perspectives challenged - resulting in a richer and deeper understanding of Sidney and his ideas.

Experiencing Political Texts 5: Dialogues

In previous blogposts in this series I have discussed the use of fiction for political ends, and the blending of fact and fiction, in Yanis Varoufakis's Another Now (2019) and James Harrington's The Commonwealth of Oceana (1656). One genre in which fact and fiction are often knitted together is the dialogue. Early modern political thinkers made much use of this form, and while Varoufakis's book is not explicitly set out as a conversation it does adopt the essence of that form in its exploration of the views of the three main characters: Iris, Eva and Costa. Moreover, in the Foreword, the narrator Yango Varo admits to the kind of artistic licence or invention that is typical of political dialogues, reporting that:

In an attempt to do full justice to my friends' ideas and points of view, I have found it necessary to recount these debates as if I had been witness to them myself, pretending to inhabit a past from which I was mostly absent, fleshing out conversations I never participated in. (Yanis Varoufakis, Another Now: Dispatches from an Alternative Present, London: The Bodley Head, 2019, p. 6).

There is, of course, an irony here in that Varo is himself a fictional character, but his account of 'fleshing out conversations' describes very accurately what early modern political thinkers were doing when they produced dialogues.

In an article in the Guardian advertising his book, Varoufakis offered some insight into why he chose to examine the views of his characters in this way:

In a bid to incorporate into my socialist blueprint different, often clashing, perspectives I decided to conjure up three complex characters whose dialogues would narrate the story - each representing different parts of my thinking: a Marxist-feminist, a libertarian ex-banker and a maverick technologist. Their disagreements regarding "our" capitalism provide the background against which my socialist blueprint is projected - and assessed. (Yanis Varoufakis, 'Capitalism isn't working. Here's an alternative', The Guardian, 4 September, 2020).

Thus for Varoufakis this form provided him with a means of putting onto paper a dialogue that had been playing out in his own head, and a means of working out some of the conflicts between different commitments and views held by him and other members of society.

Dialogue form was much used by early modern political thinkers and especially by seventeenth-century English advocates of republican government. It could be employed very simply to address and challenge alternative views, or to bring alive a debate between two or more positions, but there are also examples of more sophisticated usage, such as that which is in evidence in a manuscript dialogue written by the seventeenth-century political thinker Algernon Sidney.

Algernon Sidney (1623-1683) is best known for the manner of his death and his posthumous work Discourses Concerning Government, which was published by John Toland and John Darby in 1698. Sidney had fought for parliament during the Civil Wars and had gone into exile on the continent after the return of Charles II to power in 1660. He returned to England in 1677, but was implicated in the Rye House Plot of 1683. An arrest warrant was issued against him on 25 June 1683 and in November of that year he was brought before Lord Chief Justice Jeffreys. Since only one witness would testify against him and two were required for a conviction, the papers confiscated from his desk at the time of his arrest were deployed as a second witness. He was found guilty of treason and was executed on 7 December 1683.

Sidney wrote 'Court Maxims, discussed and refelled' early in 1665. It took the form of a dialogue between two friends Philalethes and Eunomius. Philalethes is a courtier who puts forward the 'court maxims' of the title. These supposedly self-evident propositions are used to argue in favour of monarchical government and the private interests that sustain it. They are challenged by Eunomius, a commonwealthsman, who presents the case for the public or common good and for republican government. While the question of whether Philalethes is ultimately converted by his friend is left open, Eunomius does have the last word insisting that monarchy can rarely be the best form of government. In one sense this is not surprising, since we would expect the author of the Discourses Concerning Government to have favoured the public good over private interests, and republican government over monarchy. Yet the meaning of the names that Sidney gives to his characters complicates the matter. 

The name Philalethes literally translates as 'lover of truth', yet Sidney gives this name not to the character with whom his own sympathies lie, but to the advocate of private interest and absolute monarchy. Eunomius, by contrast, was the name of the 4th Century Bishop of Cyzicus, a controversial figure who challenged the conventional understanding of the Trinity, particularly the relationship between God and Christ. Since anti-Trinitarianism was still considered a heresy in the late seventeenth century this choice of name was provocative.

If we read Philalethes's silence at the end of the dialogue as indicating that he has been converted by Eunomius, then Sidney's point is perhaps simply that the love of truth does eventually win out over Philalethes's personal views and prejudices - or rather over the views he has had to 'conform' himself to at court (Algernon Sidney, Court Maxims, discussed and refelled, ed. Hans Blom and Eco Haitsma Mulier, Cambridge University Press, 1996, p. 2). As Philalethes explains at the beginning of the dialogue, there is little time at court to examine the truth of things, so he relies instead on what others tell him (p. 9). Moreover, he acknowledges that those court maxims are often at odds with reason. Yet Sidney is perhaps also being deliberately playful in offering as the explicit aim of his dialogue the refutation of self-evident propositions expressed by a lover of truth. He is perhaps implying that what is presented as 'truth' needs to be handled with care - or perhaps even re-conceived - an argument that Eunomius of Cyzicus and others who shared his views in the early years of the church would also have made. Moreover, writing at a time when rule in England had recently shifted from a commonwealth to a monarchy, Sidney perhaps hoped that his readers might apply that lesson in their own world, and examine for themselves the extent to which the attitudes and principles of the new regime were in accordance with reason.

Covid-19 has disrupted everything, including academic conferences, workshops and seminars. In the light of the necessary postponement of this year’s Translating Cultures workshop in Wolfenbüttel, Germany, I have chosen to suspend my series on Myths Concerning Republican Government for one month more in order to offer a brief account of the paper I would have given at that workshop, which reflects the new project that I am currently in the process of developing.

Scholarship on translation inevitably focuses on words. How are specific terms translated? How accurately does a translation convey the meaning and sentiment of a work? But what about the form in which those words are presented: what role does the genre that is used or the physical appearance of a text play in conveying meaning, indicating audience, and determining purpose; and what happens when a translation appears in a different form from the original? These are questions I had begun to ponder during previous Wolfenbüttel workshops.

For my contribution to our postponed third workshop I plan to explore these issues using Algernon Sidney's Discourses Concerning Government as a case study. Though an important seventeenth-century work with a long afterlife in England and abroad, the original 'text' was simply a collection of manuscript sheets found on Sidney's desk when he was arrested, in May 1683, for his alleged involvement in the Rye House Plot. In its journey from Sidney's desk to the French Revolution, where it generated particular interest, Discourses Concerning Government was transformed multiple times through the interventions of various collaborators.

The first stage of this was its publication as a physical book in 1698 by the editor John Toland and printer John Darby. In 1762, Thomas Hollis published a new edition in his 'Library of Liberty' and, a further thirty years on, Daniel Eaton followed suit with his own edition. Over the same period The Discourses established a French presence. Toland's edition was reviewed in the Huguenot periodical Nouvelles de la République des Lettres in 1699. Soon after, a French translation was produced by a Huguenot refugee Pierre-August Samson. It too was reviewed in Huguenot periodicals as well as being reprinted in 1755 and 1794. In 1789 Sidney's ideas were drawn to the attention of a wider French audience via Lettre de félicitation de milord Sidney aux Parisiens et à la nation françoise. Exploring the different stages of this text's journey, and changes in its form that occurred in the process, reveals interesting evidence about the relationship between the form and content of texts and translations.

First, the physical form of a text - its size, the quality of the paper, the sophistication of the frontispiece - offers indications as to its audience, purpose, and significance. Here there is a marked contrast between the different versions of The Discourses. The Toland and Hollis editions are large lavish volumes intended for the private libraries of the rich (Toland) or major university and public libraries (Hollis). Hollis went so far as to bind the works in his Library of Liberty in red leather and to emboss them with symbols of liberty such as the bonnet rouge. By contrast Daniel Eaton's edition was more modest, being part of a scheme by the London Corresponding Society to make available cheap versions of key political texts. In fact, Eaton not only published Sidney's text in full, but also included excerpts in his weekly periodical Politics for the People. The French translations too were generally smaller than Toland's original, perhaps reflecting the humble and transient lifestyle of Huguenots at the time.

Secondly, it is interesting to observe the connections these editors and translators saw between texts. Toland was largely responsible for the creation of a canon of English republican works and he deliberately associated Sidney's Discourses (written in the 1680s) with works produced during the English Revolution, emphasising their common themes. His 1704 reprint of the Discourses explicitly alerted readers to the fact that John Milton's, Edmund Ludlow's and James Harrington's works could also be found in Derby's shop. Similarly, Hollis's Library of Liberty set Sidney's text alongside works by Milton, Ludlow, Andrew Marvell and Marchamont Nedham; and the common binding used physical resemblance to reinforce the ideological connection. In sending collections of works to particular institutions Hollis was also able, as Mark Somos demonstrated to us last year, to use marginalia to create a trail of republican writings and to influence how they were read.

Thirdly there is the question of genre. Knowledge of Sidney in France came initially via the reviews in periodicals. Here, then, The Discourses was associated with Huguenot concerns - in particular Protestantism and resistance to absolute monarchy. How did this affect French readings of Sidney's text? And what about Lettre de félicitation de milord Sidney. This was not a translation, but a short work pretending that Sidney had returned from the dead to counsel the French. Presenting Sidney's ideas in the form of a letter addressed to the revolutionaries allowed those ideas to be targeted at their concerns. Content and form, then, are inextricably bound together. To fully understand the one - we must also pay close attention to the other.

Last year I attended a 'Translating Cultures' workshop organised by Gaby Mahlberg and Thomas Munck. I found it so collegial and thought-provoking that I was delighted to be invited to attend the follow-up this October. The occasion did not disappoint. The location is one where early-modern historians instantly feel at home: the beautiful Lower Saxony town of Wolfenbüttel has a remarkably well preserved collection of 17th century houses, complete with mottos carved into the lintels. And the Herzog August Bibliothek (HAB), which hosted our workshop, is a wonderful research library based around the collection put together by Duke August the Younger, Duke of Brunswick-Lüneburg in the late sixteenth and early seventeenth centuries.

The HAB and its director, Peter Burschel, and head of scientific programmes, Volker Bauer, were very hospitable hosts, but the positive and stimulating atmosphere also owed much to the excellent conference organisers, Gaby Mahlberg and Thomas Munck, and to the other participants, who without exception delivered thoughtful and engaging papers. Gaby has offered a summary of the workshop here, but I would like to take this opportunity to offer my own reflections on some of the themes that surfaced during the two days. In particular, the papers provided food for thought on three issues that I have been pondering myself recently: language, genre, and materiality.

Given our focus on translation, it is not surprising that several papers touched on the limitations of language and the difficulty sometimes of conveying a particular idea or concept in a foreign language. Lázló Kontler in his paper on the translation of Montesquieu into Hungarian, pointed out that 'parliament' is a difficult word to translate into Hungarian. It ended up being translated as 'word house' which while alluding to the etymology of the word, seemed rather quaint and provoked smiles around the room. Several papers developed this point to suggest that certain ideas or concepts might be easier to express in one language than in another. In his paper on the Book of Job, Asaph Ben-Tov noted that, while this was not (as some in the early-modern period had believed) a Hebrew translation from an Ancient Arabic source, there was nevertheless a sense in which the ideas it contained could be more easily understood in Arabic than in Hebrew. Nor is this just a question of the written word. Jaya Remond in discussing colonial botanical texts, raised the idea that images might themselves be viewed as a language made up of lines and dots, and that a picture might evoke an object much more effectively than could ever be achieved in words. Rachel Foxley went even further in exploring language, translated words, and the power they wield. She looked at the translation of terms from Latin and Greek as a way into thinking about how the language of innovation and revolution developed in seventeenth-century England. She showed that, while the Roman term 'novae res' evoked a sense of innovation that was linked to the restless crowd and to demagoguery, this was set against an Aristotelian understanding of the means by which more gradual change by the authorities might bring about revolution. In this way, ancient languages of innovation were deployed by both sides in the build up to the English Civil War.

Not only were specific terms or languages felt to be most appropriate for conveying particular concepts or ideas, but the choice of genre may also be important. In her paper on Aphra Behn's translations of French works, Amelia Mills made the fascinating observation that Behn's version of Paul Tallemant's Le Voyage de L'Isle d'Amour not only translated the language from French to English, but also transformed an original prose work interspersed with small sections of verse into a work that was entirely in poetic form. As a group we speculated about Behn's motivations in doing so. Perhaps she viewed poetry as higher form and was using the transformation to show off her skills, or perhaps she felt poetry to be a more appropriate mode of writing for a woman at that time.

Several papers noted the fact that in the early-modern period historical writing was often seen as a good vehicle for the transmission of political ideas. Helmer Helmers described the deliberate efforts of the Dutch government to produce histories of the Dutch Revolt for European dissemination. The state invested more than 40,000 guilders in histories of this key event that were translated into German, French, and Latin. Emanuel van Meteren's history of the Dutch Revolt proved particularly popular going through 111 editions and translations between 1596 and 1647 including no fewer than 74 German versions. Almost as popular were the Italian translations of the historical works of William Robertson, examined by Alessia Castagnino, with more than 50 translations appearing in the early-modern period. In her paper on the 1627 French translation of Francis Bacon's History of the Reign of Henry VII, Myriam-Isabelle Ducrocq delved into the question of why that work should have been of interest to the French at that time, concluding that the reign of Henry VII offered a useful antidote to French absolutism. It held a revealing mirror to Louis XIII in presenting a King who sought to reconcile warring parties and to promote religious concord.

Several participants touched on another genre of writings which while not translations in themselves, are closely connected to them - reviews. For Thomas Munck these offer one valuable way of gaining an insight into the 'imagined community of readers' that can prove so elusive to those of us working on the early-modern period. Reviews were presented as particularly useful in this regard as they need not be purely national in focus, and therefore when dealing with translated works may provide insight into transnational communities of readers. Thomas - and Gaby Mahlberg in her paper on German reviews of Algernon Sidney's Discourses - noted that, in the seventeenth and eighteenth centuries reviews start making comments about the nature and quality of the translations themselves, suggesting an emerging understanding of what was considered a good translation. In my own paper on the reception of James Harrington's ideas in revolutionary France I pointed out that while reviews are not translations, a review in a different language from the original work can perform some of the same functions, not least in providing an account of the argument and key points of the work for a foreign audience and many early-modern reviews included lengthy quotations translated directly from the text, thereby constituting at least a partial translation. Both French and German reviews of Sidney's Discourses Concerning Government that appeared in the early eighteenth century are a good example in this regard. The idea that the basic content of a text could be disseminated without an actual translation appearing was also picked up by Lázló Kontler who noted that Montesquieu's ideas had already been much debated in Hungary long before the first full translation of The Spirit of the Laws appeared in 1833.

Finally, various papers touched on the materiality of texts, including translations, and what texts as physical objects and associated artefacts might reveal about the aims, audience, and reception of texts. William Robertson, Alessia Castagnino explained, deliberately laid out the original text of his history of Scotland so that it could appeal to two distinct groups of readers - on the one hand scholars and on the other a more general, casual public - placing the notes and other scholarly apparatus in such a way that they could be accessed, but did not interfere with the flow of the narrative. The Italian translators, however, eschewed this method, instead producing separate translations for different audiences. Crocchi's 1765 translation was deliberately aimed at government and administrative officials, men of letters and science, whereas Rossi's 1779-80 translation was directed at a wider audience. The absence of illustrations and other supplementary elements ensured that the volume was cheap, costing the same as just 24 eggs, prompting Alessia to joke that  Italians could choose between Robertson's history and a very large omelette.

A number of the translations discussed at the workshop were also linked to or associated with other objects. For example, the Collection Magliabechi, put together by Raimondi on behalf of the Medici and discussed by Luisa Simonutti, involved the gathering and production not just of books but also of seeds for the Medici garden. Moreover, the collection includes not just the books themselves, but also some of the original plates that were used to produce the lavish images that adorned them. As far as I am aware, Thomas Hollis did not send seeds from England to Europe or America, but he sent more or less everything else. Moreover, as Mark Somos demonstrated in his paper, Hollis sought to link texts with other texts, and with objects and networks. This is evident from the extensive marginalia that he added to the copies of books he sent to libraries around the globe. As Mark argued, Hollis's aim was to guide his readers through the works, pointing them to related works (sometimes even giving page numbers) and creating a trail for them through republican writings. I was particularly fascinated by the observation that his technical comments on the works of John Milton (an author almost always featured in the donations he sent) often refer to Harrington, suggesting that Hollis wanted his audience to read Milton through the lens of The Commonwealth of Oceana.

It is a sign of a good workshop that it prompts one to ponder new projects and future work. It is testimony to just how good this one was that I left eager to pick up Hollis's trail for myself and to follow his texts across Europe and North America. For now, though, I think I will have to remain content with looking forward to next year's workshop.

In June 2018 I attended two excellent conferences at which I was able to present some of the findings of the research I have completed during my British Academy fellowship. It seems appropriate, then, to reflect on those conferences and my thoughts about them. I cannot, in two blogposts, do justice to the rich nature of all the papers. Rather I will draw out certain themes that struck me as pertinent to my work and demanding further reflection. This blogpost will deal with the first conference of the week, which took place in Wolfenbüttel, Germany on 26-27 June. In September's blogpost I will deal with the Graduate Conference on the History of Political Thought, which was held in London on 28-29 June.

'Translating Cultures: Translation, Transmission and Dissemination of Printed Texts in Europe, 1640-1795' was held at the Herzog August Bibliothek in Wolfenbüttel and organised by Thomas Munck from the University of Glasgow and Gaby Mahlberg, an independent historian who now also works as a journalist in Berlin. Fittingly, the idea for a workshop on translation arose when these two academics met at the Herzog August Bibliothek when they were both carrying out research there, thanks to the institution's generous research fellowship programme. This setting was the perfect place in which to hold such a workshop since it is Germany's national library for the seventeenth century. It owes this distinction to the fact that it houses one of the few intact seventeenth-century libraries still in existence, much of which was collected by Duke August (1579-1666) after whom the library is named.

During the course of the workshop, we took time out to be given a tour of the library. We were shown the books, many still bound in their original white coverings, which are organised according to eight themes and placed on the shelves by theme and in height order. We were also shown the catalogue that Duke August produced himself and the wonderful seventeenth-century book wheel which was made to hold it. We learnt that, in its original location, the library was housed immediately above the stables. It struck me that Harrington would have appreciated this arrangement, given his notion that the foundation of power is grounded in land (and in the military force - including horses - needed to protect it), but that at the level of the superstructure, power also comprises authority and that this requires reason - including the knowledge found in books.

In his opening paper, Thomas Munck introduced several important themes. One of these was the idea of tracing when key works in the history of political thought were translated into particular European languages, in order to uncover the motivations behind those translations. I was already aware that a number of English republican works were translated into French during the French Revolution. I included a list of the seventeenth and eighteenth-century French translations of English republican writings in an appendix to my last monograph, which shows that at least ten such works were published  between 1789 and 1801. Munck's research identifies at least another five English political works that also appeared during that period. More precise research is also revealing. As noted in the papers that Miriam-Isabelle Ducroq and I gave at the workshop, the two French translations of Harrington's works that were published during 1795 were directly relevant to the very particular circumstances of that year - and especially the debates over the introduction of a bicameral legislature and the form it ought to take.

As well as translations being inspired by particular circumstances, works also sometimes had to be adapted to fit new contexts. In the case of scientific translations this could involve having to make careful choices regarding vocabulary, or even updating the original text to reflect advances in scientific knowledge since the original work had appeared. Sietske Fransen described examples of the former in German translations of the works of Jan Baptist van Helmont, where the lack of an established German vocabulary for the new science forced translators to give new meanings to words. Similarly, Lázló Kontler found that German translations of Bernard Le Bovier de Fontenelle's Entretiens sur la pluralité des mondes were adapted in order to reflect subsequent advances in the discipline.

In a parallel way, translations of political works sometimes distorted the meaning of the original text in order to better fit new circumstances or the concerns of the author.  Munck addressed this in relation to André Morellet's translation of Cesare Beccaria's work on crime and punishment, raising the question of at what point translations become completely distinct works. Gaby Mahlberg demonstrated that the German translations of Algernon Sidney's Discourses produced in 1793 and 1795 were quite different from the seventeenth-century original. Those texts were edited, cut and moderated, so as to turn Sidney from a defender of rebellion into a proponent of good citizenship. The text became a defence of moderate constitutional monarchy against the radical forces of the French Revolution (ironically at exactly the time when the French were using him and his associates to endorse their revolution). In a similar way, Wyger Velema showed how Dutch translations of the classics were employed on both sides of the patriot debate in The Netherlands in the late eighteenth century. 

Distortions could also arise and be perpetuated through the common practice of one translation being used, in place of the original, as the base text for later translations. Asaph Ben-Tov explored an extreme example of this in his discussion of early modern translations of the Koran into European languages - many of which were produced by scholars who knew little or no Arabic.

Distortion is also linked to another theme that loomed large in our discussions: audience. Both Alessia Castagnino, in her consideration of the theory and practice of translation in eighteenth-century Italy, and Luc Borot, in his comparison of two translations of Thomas Hobbes's De Cive, commented on this issue. Castagnino emphasised the fact that one common justification for producing a translation is to make a book that is deemed useful available to a wider public - including those whose linguistic skills may be limited. Borot noted that different translators may aim at different audiences such as those with greater technical knowledge and experience as compared with the general public; and that these decisions impact directly on the translation itself. 

Yet the relationship between translator and audience can be complex. Both Helmer Helmers and Rachel Foxley cited examples in their papers of works which might be read differently depending on the linguistic skills of the reader. In the case of the diplomatic translations examined by Helmers, some of the jokes presented in those works would only be fully understood by multilingual readers. Similarly, Foxley noted that readers of Marchamont Nedham's The Case of the Commonwealth would have a different experience of the text depending on whether or not they understood Latin. Nedham's translation of Juvenal's famous tag 'Panem & Circenses' as 'Bread and Quietnesse', rather than the more commonly used 'bread and circuses', will have produced a rather different understanding without knowledge of the original Latin.

Finally, several papers reminded us of the importance of paying attention not just to the words, but also to translation as a business and books as material objects. Ann Thomson's study of Pierre Desmaizeaux offered insight into some of the causes of translators distorting original texts, by reminding us that the extent of their freedom could be seriously limited by agents and publishers. Mark Somos's fascinating paper on census bibliographies, which trace and describe all extant copies of a particular work, revealed the insights that can be drawn from such research. This led me back to thinking about Harrington and to wonder what a census bibliography of his works might reveal.
