Myths Concerning Republicanism 1: Republicanism is simply the Antonym of Monarchy

Republicanism is not a major political discourse in the UK today. In the recent parliamentary elections no candidate standing on the express ticket of republicanism was elected to power. Some might, therefore, conclude that my forthcoming book with Polity Press - Republicanism: An Introduction - is of merely academic interest. But, in fact, the arguments of the republican tradition are of direct relevance to us today, and their neglect has less to do with the ideas themselves than with the persistence of several common myths. The beginning of a New Year - and indeed a new decade - has prompted me to start a fresh series of posts which will explore these myths and suggest some lessons that might be learned from historical research on the republican ideas of the past.

In common parlance the very definition of a republic is that it is not a monarchy; so America and France are republics because both have a President as their head of state, whereas the United Kingdom and Holland are monarchies because their heads of state are a Queen and a King, respectively. Yet the differences between how these countries are actually governed on a day-to-day basis are relatively small. Moreover, the American President wields far more extensive powers, and is therefore closer to being a monarch, than the British or Dutch heads of state, and more power than these countries' Prime Ministers, who are more closely bound by their governments and parliaments.

This blurring of the distinction between republics and monarchies reflects the history of the terms. The original meaning of 'republic' did not contrast it with monarchy, that contrast gradually emerged between the fifteenth and eighteenth centuries. Before that, republican government was simply understood as a form of rule that operated in the interests of the public or common good (res publica means public thing) rather than in the private interests of rulers. This understanding was reflected in the Roman statesman and political writer Cicero's claim in De Republica 'That a commonwealth [republic] (that is the concern of the people) then truly exists when its affairs are conducted well and justly, whether by a single king, or by a few aristocrats, or by the people as a whole'. (Cicero, On the Commonwealth and On the Laws, ed. James E. G. Zetzel. Cambridge: Cambridge University Press, 1999, p. 59). For Cicero, republican government was simply good government, and monarchies could not meet this requirement.

Ironically, given their current political systems, the Dutch and the English were at the forefront of overturning this definition, making anti-monarchism the touchstone of republican rule. The Dutch were unusual among sixteenth-century republicans in their insistence that anti-monarchism is a crucial component of republicanism. Similarly, it was in England in the mid-seventeenth century that practical expression was given to the idea that only a government that is grounded in the will of the people can be legitimate and that, therefore, all forms of non-elective monarchy and hereditary political privilege had to be rejected.

Today, attacks on the monarchy tend to focus on its public funding, which in the UK operates via the Sovereign Grant, or on scandals involving members of the royal family - such as the recent debacle over Prince Andrew's involvement with Jeffrey Epstein. While royal scandals are certainly embarrassing for us as a nation, they do not directly threaten the government of the country. By comparison, the question of whether the state is being run in the public interest (including the uses to which public expenditure is put) is far more pertinent. On this question, so-called republics are as much at risk as monarchies. On 4 December 2019 the House Intelligence Committee of the US Congress approved an impeachment report against President Trump. In that report Trump is accused of abusing his power for personal gain by pressuring Ukraine to investigate his political rivals and obstructing Congress's investigation into his actions: the President is being accused of putting his own private interests before the public good.

Of course, there are some fundamental questions lying beneath the older interpretation of republican government: What exactly is the public interest? How could it be rationally determined? Is the public interest the same as what is in the interests of the majority? Does this mean that the interests of minorities can be ignored? Is the public interest merely what is expedient, or does it take account of principles that are held to define the character of the nation; or perhaps ones that are universal in character - as the French would certainly claim in their case? There are no easy answers to these questions, but they need to be given a great deal more attention than they currently are if the UK and other countries today are to become genuine republics. Civil Religion from Antiquity to the Enlightenment

October proved to be a busy month for conferences. Just days after having returned from Wolfenbüttel invigorated by discussions around 'Translating Cultures' I was part of a team organising a conference at Newcastle University on the subject of 'Civil Religion from Antiquity to Enlightenment'. Here too there were a number of outstanding papers that stimulated thought and provoked discussion on this fascinating, but understudied topic. The downside of hosting a conference at your own institution is that it is not easy to prevent other commitments from encroaching, so unfortunately I was not able to attend all of the sessions. The following reflections, then, are based on those that I was able to hear.

The biggest questions sparked for me concerned definitions. What do we mean by 'civil religion'? Has it been understood consistently in all times and places? And is civil religion best understood as a tradition, a concept, or an approach?

Ronnie Beiner, author of Civil Religion: A Dialogue in the History of Political Thought (Cambridge, 2010), drew on Rousseau's distinction between civil religion - the subordination of religion to politics - and theocracy - the subordination of politics to religion. In the modern world, Beiner explained, there is a third way of conceptualising the relationship between religion and politics - the idea of complete separation. This is the conception that lies at the heart of the fully secularised polity favoured by liberals, where religion should not play any role at all in the political sphere.

Mark Goldie in his paper 'Civil Religion in Early Modern England' began by acknowledging the distinction between civil religion, theocracy and secularism, but went on to suggest that there is an alternative approach to civil religion which understands it to be deeply embedded within Christian theology rather than constituting a dissolution of it. In Goldie's view, early-modern civil religion was a Christian project. The issue was not Christianity, but Priestianity. Considered in this way civil religion is concerned as much with reformation and a return to the apostolic church as it is with the subordination of religion to politics.

Various other speakers flagged up the importance of this approach, particularly in an English context. Esther Counsell showed how Puritans like Alexander Layton and William Prynne saw the reframing of the church on the model of civil religion as the basis for reform. Nor was this understanding of civil religion as a Christian project merely a feature of the sixteenth and seventeenth centuries. In both his paper, and the forthcoming book on which it is based, Ashley Walsh demonstrates the richness and vitality of the idea of a Christian version of civil religion in eighteenth-century Britain.

Yet, in sixteenth- and seventeenth-century England there was no single answer to the question of the appropriate relationship between religion and politics. Polly Ha flagged up some of the difficulties faced by the Anglican establishment. In theory it sought to introduce a 'civil' reformation, yet in practice incivility, discord, and dissent soon challenged this ideal, raising difficult questions as to the boundaries of civil and religious jurisdiction. This was a theme picked up by Connor Robinson in 'Reformation, Civil Religion, and the University in Interregnum England', which examined the role of universities, at least in the eyes of some, as vehicles for the implementation of civic reformation. John Coffey outlined the wide variety of attitudes to church-state relations that were being voiced by the 1650s. Presbyterians insisted on religious uniformity and the existence of a national church. Magisterial independents, by contrast, firmly rejected the idea of a national church, but accepted that the magistrate could have authority over national religion and the policing of heretics. Radical independents went further still, repudiating magisterial enforcement of orthodoxy and the policing of heresy. Their position was very close to that of the Godly republicans who called for the complete separation of Church and State. Harringtonian republicans, by contrast, adopted a more moderate position that again supported the idea of national religion (though not, Coffey asserted, a national church) and insisted on congregationalism, while still defending toleration for gathered churches. It became very clear that there is no single early-modern English version of civil religion

The theme of complexity was arrived at from a different direction by Charlotte McCallum and Jacqueline Rose, who focused on the potential sources of the idea of civil religion for early-modern English thinkers. McCallum, in a paper on the early-modern translations of Niccoló Machiavelli's works into English, noted that Machiavelli himself offered not one, but two versions of civil religion: false religion used for political purposes (perhaps a negative reading of Beiner's Rousseauian definition) and the appropriation of religious values as good civic values in the style of Numa (which fits more with Goldie's approach). Not surprisingly, McCallum showed that most seventeenth-century writers favoured the latter and actually used Machiavelli's acknowledgement that religion could perform a valuable political role to 'prove' that atheism was wrong. Rose, in a paper entitled 'Civil Religion and the Anglo-Saxon Church', probed the intriguing question of why the Anglo-Saxon system, which might appear a useful home-grown example of civil religion, was not widely used in that way by early-modern writers. Showing the problems that the presence of the clergy within Anglo-Saxon Parliaments raised for those intent on limiting priestcraft, Rose insisted that we should be careful not to collapse royal supremacy into civil religion. What we have, she concluded, is not a single discourse, but a series of languages that overlap with and cross over each other in complex and complicating ways.

The complexities continued after the revolutionary period and on into the eighteenth century, as John Marshall's paper on the extent to which John Locke can be said to have advanced civil religion and Katie East's on debates surrounding religion during the early English Enlightenment made clear. And they become further elaborated if we extend our horizons beyond England, as some speakers did

Nevertheless, much would surely be learned by tracing other national stories in the same detail as has been done for England. Venice would be an interesting case study, and so too would colonial America, which was touched on in Christie L. Maloyed and Andrew Murphy's paper 'Civil Religion on the Ground: Theory and Practice in Early Pennsylvania'. They showed how some of the ideas that had been developed in sixteenth- and seventeenth-century England were not only put into practice, but also transformed in the rather different circumstances of colonial and revolutionary America. A comparison with the French case too might prove particularly revealing. An account that examined Gallicanism, Jansenism, the Civil Constitution of the Clergy, and the Cult of the Supreme Being, setting them against traditional understandings of civil religion and the English case could be fruitful. Some of the important distinctions here were flagged up in Delphine Doucet's paper, which showed that Rousseau was at odds with other figures within the traditional canon - not least Machiavelli and Thomas Hobbes - in his insistence that both natural religion and toleration were crucial to civil religion, and in his refusal to see priests as civil servants. To what extent this distinctive perspective was coloured by Rousseau's Genevan roots, or indeed, by his French connections, is as yet unclear.

Coming away from this conference, as with the previous one, I very much wished that I had the time necessary to follow up all the fascinating intellectual threads that had been revealed.

Last year I attended a 'Translating Cultures' workshop organised by Gaby Mahlberg and Thomas Munck. I found it so collegial and thought-provoking that I was delighted to be invited to attend the follow-up this October. The occasion did not disappoint. The location is one where early-modern historians instantly feel at home: the beautiful Lower Saxony town of Wolfenbüttel has a remarkably well preserved collection of 17th century houses, complete with mottos carved into the lintels. And the Herzog August Bibliothek (HAB), which hosted our workshop, is a wonderful research library based around the collection put together by Duke August the Younger, Duke of Brunswick-Lüneburg in the late sixteenth and early seventeenth centuries.

The HAB and its director, Peter Burschel, and head of scientific programmes, Volker Bauer, were very hospitable hosts, but the positive and stimulating atmosphere also owed much to the excellent conference organisers, Gaby Mahlberg and Thomas Munck, and to the other participants, who without exception delivered thoughtful and engaging papers. Gaby has offered a summary of the workshop here, but I would like to take this opportunity to offer my own reflections on some of the themes that surfaced during the two days. In particular, the papers provided food for thought on three issues that I have been pondering myself recently: language, genre, and materiality.

Given our focus on translation, it is not surprising that several papers touched on the limitations of language and the difficulty sometimes of conveying a particular idea or concept in a foreign language. Lázló Kontler in his paper on the translation of Montesquieu into Hungarian, pointed out that 'parliament' is a difficult word to translate into Hungarian. It ended up being translated as 'word house' which while alluding to the etymology of the word, seemed rather quaint and provoked smiles around the room. Several papers developed this point to suggest that certain ideas or concepts might be easier to express in one language than in another. In his paper on the Book of Job, Asaph Ben-Tov noted that, while this was not (as some in the early-modern period had believed) a Hebrew translation from an Ancient Arabic source, there was nevertheless a sense in which the ideas it contained could be more easily understood in Arabic than in Hebrew. Nor is this just a question of the written word. Jaya Remond in discussing colonial botanical texts, raised the idea that images might themselves be viewed as a language made up of lines and dots, and that a picture might evoke an object much more effectively than could ever be achieved in words. Rachel Foxley went even further in exploring language, translated words, and the power they wield. She looked at the translation of terms from Latin and Greek as a way into thinking about how the language of innovation and revolution developed in seventeenth-century England. She showed that, while the Roman term 'novae res' evoked a sense of innovation that was linked to the restless crowd and to demagoguery, this was set against an Aristotelian understanding of the means by which more gradual change by the authorities might bring about revolution. In this way, ancient languages of innovation were deployed by both sides in the build up to the English Civil War.

Not only were specific terms or languages felt to be most appropriate for conveying particular concepts or ideas, but the choice of genre may also be important. In her paper on Aphra Behn's translations of French works, Amelia Mills made the fascinating observation that Behn's version of Paul Tallemant's Le Voyage de L'Isle d'Amour not only translated the language from French to English, but also transformed an original prose work interspersed with small sections of verse into a work that was entirely in poetic form. As a group we speculated about Behn's motivations in doing so. Perhaps she viewed poetry as higher form and was using the transformation to show off her skills, or perhaps she felt poetry to be a more appropriate mode of writing for a woman at that time.

Several papers noted the fact that in the early-modern period historical writing was often seen as a good vehicle for the transmission of political ideas. Helmer Helmers described the deliberate efforts of the Dutch government to produce histories of the Dutch Revolt for European dissemination. The state invested more than 40,000 guilders in histories of this key event that were translated into German, French, and Latin. Emanuel van Meteren's history of the Dutch Revolt proved particularly popular going through 111 editions and translations between 1596 and 1647 including no fewer than 74 German versions. Almost as popular were the Italian translations of the historical works of William Robertson, examined by Alessia Castagnino, with more than 50 translations appearing in the early-modern period. In her paper on the 1627 French translation of Francis Bacon's History of the Reign of Henry VII, Myriam-Isabelle Ducrocq delved into the question of why that work should have been of interest to the French at that time, concluding that the reign of Henry VII offered a useful antidote to French absolutism. It held a revealing mirror to Louis XIII in presenting a King who sought to reconcile warring parties and to promote religious concord.

Several participants touched on another genre of writings which while not translations in themselves, are closely connected to them - reviews. For Thomas Munck these offer one valuable way of gaining an insight into the 'imagined community of readers' that can prove so elusive to those of us working on the early-modern period. Reviews were presented as particularly useful in this regard as they need not be purely national in focus, and therefore when dealing with translated works may provide insight into transnational communities of readers. Thomas - and Gaby Mahlberg in her paper on German reviews of Algernon Sidney's Discourses - noted that, in the seventeenth and eighteenth centuries reviews start making comments about the nature and quality of the translations themselves, suggesting an emerging understanding of what was considered a good translation. In my own paper on the reception of James Harrington's ideas in revolutionary France I pointed out that while reviews are not translations, a review in a different language from the original work can perform some of the same functions, not least in providing an account of the argument and key points of the work for a foreign audience and many early-modern reviews included lengthy quotations translated directly from the text, thereby constituting at least a partial translation. Both French and German reviews of Sidney's Discourses Concerning Government that appeared in the early eighteenth century are a good example in this regard. The idea that the basic content of a text could be disseminated without an actual translation appearing was also picked up by Lázló Kontler who noted that Montesquieu's ideas had already been much debated in Hungary long before the first full translation of The Spirit of the Laws appeared in 1833.

Finally, various papers touched on the materiality of texts, including translations, and what texts as physical objects and associated artefacts might reveal about the aims, audience, and reception of texts. William Robertson, Alessia Castagnino explained, deliberately laid out the original text of his history of Scotland so that it could appeal to two distinct groups of readers - on the one hand scholars and on the other a more general, casual public - placing the notes and other scholarly apparatus in such a way that they could be accessed, but did not interfere with the flow of the narrative. The Italian translators, however, eschewed this method, instead producing separate translations for different audiences. Crocchi's 1765 translation was deliberately aimed at government and administrative officials, men of letters and science, whereas Rossi's 1779-80 translation was directed at a wider audience. The absence of illustrations and other supplementary elements ensured that the volume was cheap, costing the same as just 24 eggs, prompting Alessia to joke that  Italians could choose between Robertson's history and a very large omelette.

A number of the translations discussed at the workshop were also linked to or associated with other objects. For example, the Collection Magliabechi, put together by Raimondi on behalf of the Medici and discussed by Luisa Simonutti, involved the gathering and production not just of books but also of seeds for the Medici garden. Moreover, the collection includes not just the books themselves, but also some of the original plates that were used to produce the lavish images that adorned them. As far as I am aware, Thomas Hollis did not send seeds from England to Europe or America, but he sent more or less everything else. Moreover, as Mark Somos demonstrated in his paper, Hollis sought to link texts with other texts, and with objects and networks. This is evident from the extensive marginalia that he added to the copies of books he sent to libraries around the globe. As Mark argued, Hollis's aim was to guide his readers through the works, pointing them to related works (sometimes even giving page numbers) and creating a trail for them through republican writings. I was particularly fascinated by the observation that his technical comments on the works of John Milton (an author almost always featured in the donations he sent) often refer to Harrington, suggesting that Hollis wanted his audience to read Milton through the lens of The Commonwealth of Oceana.

It is a sign of a good workshop that it prompts one to ponder new projects and future work. It is testimony to just how good this one was that I left eager to pick up Hollis's trail for myself and to follow his texts across Europe and North America. For now, though, I think I will have to remain content with looking forward to next year's workshop.

James Harrington: An Intellectual Biography

On 3 October my intellectual biography of James Harrington will be published by Oxford University Press. While I have already said much about that book, its origins and its arguments, in my blogposts, I could not let this date pass without revisiting some of the aims of that book and how working on it has affected my research interests and priorities.

Something I've learned from my research into Harrington is the multivalence and malleability of key political terms not least 'republic' and 'democracy'. Harrington has conventionally been characterised as a leading republican thinker - particularly since the publication of John Pocock's groundbreaking research on him in the 1970s. Yet Harrington's republicanism was complex and he failed to adhere either to the conventional constitutional definition of a republic as a government without a single person at its head, or to the necessity of a genuinely virtuous citizenry. He accepted the possibility, even the potential benefits, of having a single figurehead at the apex of a republican system of government, as long as that individual was not treated as sovereign and was carefully constrained in the exercise of executive power. Indeed he even suggested that the former king Charles I or the protectors Oliver or Richard Cromwell could have performed this role if they had behaved differently. He also argued bitterly with other republican thinkers in the late 1650s, eschewing the conventional republican understanding of civic virtue and instead adopting a Hobbesian view of human nature and acknowledging the role of self-interest in public affairs.

In some ways, given his firm commitment to the primacy of popular power, Harrington might be more appropriately described as a 'democrat' than a 'republican'. It is certainly significant that while he generally avoided the term 'republic' (preferring instead the more ambiguous 'commonwealth'), he did describe the system that he advocated as a 'democracy'. Yet, Harrington's understanding of this term is equally idiosyncratic. He certainly saw the people as performing an important role within a commonwealth, making them the final arbiters as to whether a piece of legislation should be enacted or not, and insisting on measures to make officeholders accountable to those they represent. But, at the same time, he argued that the popular will should be tempered by the wisdom of the few, assigning them the right to frame legislative proposals; and he imposed other restrictions on the democratic participation of citizens. Ultimately, as Colin Davis has argued, Harrington's aim was to protect the popular will and the pursuit of the public interest from the danger of demagoguery and party diverting it in the direction of particular interests (J. C. Davis, 'James Harrington and the Rule of King People', in Democratic Moments: Reading Democratic Texts, ed. Xavier Márquez, London: Bloomsbury, 2018, pp. 65-72).

A second lesson I have drawn from this project is the importance of taking an interdisciplinary approach to the history of political thought, while at the same time acknowledging the difficulties inherent in doing so. Harrington has tended to be understood as a narrowly political thinker - while Pocock paid attention to his economic, historical, scientific, and religious ideas, these aspects of his thinking have not received much attention from subsequent scholars. Yet a full understanding of Harrington's position requires an appreciation of all aspects of his thought, unhindered by the imposition of disciplinary divisions that only emerged long after his death. Harrington applied his understanding of democracy not just to politics but also to religion. Ultimately, not only could the political, religious, military, and judicial organisation of Oceana be mapped directly on to its economic foundations, but the whole system was grounded in Harrington's philosophical understanding of the nature of human beings and their relationship to God, the state, and the universe.

What this implies is that a full understanding of Harrington's ideas requires the skills of the historian, economist, and the theologian. Also important are those of the literary theorist. Harrington sought to convey his ideas not just via the content of his works, but also through the genres in which he wrote, and even placed emphasis on the material form of his texts. The form of Oceana blended royalist and parliamentarian genres (illustrated by the use of different typefaces), just as his arguments were designed to reconcile these groups to his proposed constitutional framework. Moreover, Oceana, and his other works, were written in the light of his belief that people learn better via experience than by instruction. His adoption of a quasi-utopian format, his thick sensory-rich descriptive passages, and his occasional use of visual devices, were all designed to bring his model alive for his readers to allow them to experience it in their imaginations.

Finally, as earlier blogposts have made clear, researching Harrington over the last three years has made me particularly attentive to the continued currency of his ideas today, and of the utility of understanding past political events and debates as we propose future solutions.

Wastes and Strays - Thinking about Urban Commons

With the start of a new academic year approaching I am starting a new theme in my blogposts. Over the next few months I will provide overviews of some of the projects I am working on at the moment. First up is the AHRC-funded project on urban commons on which I am a Co-I. We began work in January and held our first workshop in July. Here is an account of that event.

On Tuesday 9 July the AHRC-funded project 'Wastes and Strays: The Past, Present and Future of Urban Commons' held its first workshop. The location was highly appropriate in that we were in the Grand Parade Building of The University of Brighton which faces onto Valley Gardens, one of our four case studies. The fact that the whole area is currently a building site was disappointing for those of us who had travelled from afar and wanted to get a good picture, but is indicative of the dynamism and constantly changing nature of urban common land. Moreover, the improvements the work will bring certainly sound promising. 

The workshop was led by members of the project team: Chris Rodgers (PI) of the Newcastle Law School, Alex Zambelli (Co-I) an Architect from Brighton University - who has posted his own engaging account of the event here: https://scandalousartefacts.com/2019/08/04/the-memory-playfulness-and-imaginary-of-english-urban-commons/, John Wedgwood Clarke (Co-I) a poet based at Exeter University, Rachel Hammersley (Co-I) from the School of History, Classics and Archaeology at Newcastle, Sarah Collins the RA working on the past strand of the project, and Livi Dee the newly appointed RA working on the present strand. Emma Cheatle of the University of Sheffield is also a Co-I and key member of the team, but was unable to attend this event. Also participating in the workshop were representatives from each of our four case studies: Newcastle's Town Moor, Mousehold Heath in Norwich, Clifton Down Bristol, and Brighton's Valley Gardens, together with Nicola Hodgson from the Open Spaces Society, Duncan MacKay from Natural England, and Nick Gant from Community 21.

The day involved discussion of various issues relating to the project and prompted a number of insights. In the first place, we explored issues of definition. This involved thinking about what the difference is between an urban common and a public park, and noting the seemingly curious fact that only one of our four case studies - Bristol - is actually an official registered common. Moreover, in that case grazing - the main historical reason for the establishment of common lands - now plays only a very minor role in the life of Clifton Down.

In listening to our workshop participants I was also struck by how different our four case studies are. They differ not just in how they are organised and funded, but also in how they look. The Town Moor has retained its wild open character, whereas the topography of some of the others is more diverse. Mousehold, for example, includes a mixture of woods and heathland. Moreover, grazing cattle, which are such a key feature of Newcastle's urban common do not feature on Mousehold at all and rarely on Clifton Down. While all of our case studies have roads cutting across them (some of which have been the subject of fierce battles in the past) in Valley Gardens cars seem to outnumber pedestrians and the voices of car users, bus companies, and taxi drivers have long been central to debates over that common.

There are also sharp contrasts with regard to how the four commons are used today. The participants from Bristol conveyed a sense of extensive use by the community - with overuse a real and present danger, particularly at a time when limited funds necessitate commercial exploitation. Town Moor by contrast seems to be less regularly used by the people of Newcastle, which brings certain advantages, but also different kinds of difficulties. Yet in all four cases it was clear that our workshop participants felt a strong sense of attachment to, and ownership over, their particular common and that this feeling was shared with the wider communities they represent.

While undoubtedly positive, those strong feelings do generate problems, not least the contestation between different user groups that seems to have marked the history of all four commons. At Mousehold contestations can be traced back at least as far as Kett's Rebellion in 1549. Robert Kett's supporters camped on Mousehold Heath and many of their demands were concerned with securing the use of common land for the ordinary people against exploitation by the local gentry. Later, in the nineteenth century, conflicts arose between the residents of Pockthorpe - a community bordering Mousehold Heath whose residents used the land for quarrying, brickmaking, and other activities - and the city authorities who wanted to turn the area into a 'People's Park' (N. MacMaster, 'The Battle for Mousehold Heath 1857-1884: "Popular Politics" and the Victorian Public Park', Past and Present, 127 (1990), 117-54). More recently conflicts have arisen between the city authorities and an action group calling itself the 'defenders of Mousehold Heath'. Thankfully relations are much more positive today, but the potential for conflict between different groups remains.

The history of Newcastle's Town Moor is also fraught with contest. In the past this often pitched the Freemen against the Mayor and city magistrates who were felt to be exploiting the Moor for their own gain rather than in the interests of the Freemen and their families. In the mid-1770s these tensions boiled over into national politics leading the Freemen to put up a radical Wilkite candidates for the 1774 election and resulting in the Town Moor Act which laid down rules as to how the Moor was to be managed and the uses to which it could be put. All this makes clear that balancing the different interests and needs of various user groups (and local residents who do not currently use their urban common) is crucial to the future management of these areas.

Moreover, alongside the specific examples of conflict in the past and continuing tensions today in each particular common, our discussions brought to the fore several more deep rooted tensions that are inherent in the very idea of an urban common. All commons, but especially urban commons, have at their heart the tension between nature (whether that is the grazing cattle, the heathland, or a wildflower meadow) and human users. Managing the two is central to the work of wardens like Will Stewart at Mousehold Heath. Another inherent tension we discussed is that between on the one hand the wildness that is often a defining feature of urban commons distinguishing them from parks (and the edginess associated with it) and on the other hand the need for these places to be safe and accessible for a wide variety of users. As these examples suggest, there is no easy answer to the problem of managing and balancing these tensions. As the same time it is crucial that we find ways of doing so, not just to secure the future of our urban commons, but also our democracy and our planet.

The Inspiration Behind Oceana: 6. Sir John Fortescue

James Harrington is often seen as an aristocratic republican who like others in that tradition placed power in the hands of a narrow political élite. It is certainly true that he believed that within every society there was a natural aristocracy whose members were 'wiser, or at least less foolish, than all the rest' (James Harrington The Commonwealth of Oceana and A System of Politics, ed J. G. A. Pocock, Cambridge, p. 23). For this reason, in his constitutional system, he insisted that only the senate should debate legislation, the lower house being restricted to voting to accept or reject the senate's proposals. Yet his views were more complicated than this might suggest. As noted in last month's post, he was explicitly committed, via the mechanism of an agrarian law, to ensuring that landed property within the country did not become concentrated in the hands of a few, but would in future be relatively evenly spread among the population. Moreover, he was emphatic that his natural aristocracy was determined not by birth, but by wealth and election, embracing the role that social mobility could play within society. 

Harrington's relative political inclusivity is encapsulated in his manipulation of the traditional idea of the body politic. He was innovative in how he used that metaphor, subverting an idea conventionally used to shore up kingship so as to support democratic government. (The full case for Harrington's democratic credentials is made in my forthcoming book). Yet, novel as his conception was, it was indebted to the ideas of the fifteenth-century legal and political theorist Sir John Fortescue.

Fortescue, who lived c.1395-1477, was a key figure in the government and judiciary of fifteenth-century England, serving as MP eight times between 1421 and 1436 and being made Chief Justice of the King's Bench in January 1442. Exiled following the defeat of the Lancastrians under Henry VI at the Battle of Towton (1461), Fortescue ploughed his extensive knowledge and experience into works such as In Praise of the Laws of England. Having repudiated his former support for the Lancastrians following the Battle of Tewkesbury (1471), he was pardoned and presented his work The Governance of England to King Edward IV.

In his works Fortescue employed the metaphor of the body politic. Though the use of this idea dates back to Plato and Aristotle, the understanding of the concept in the early modern period owed much to medieval developments. An analogy was drawn between the human body and the state (and within it usually between the head and the king) and both were generally viewed as microcosms of a divinely inspired natural order

Fortescue was crucial in adapting the metaphor to fit the particularities of the English system. His major contribution to political thought was to contrast 'royal dominion', which he associated with continental nations, and especially France, with the 'political and royal dominion' of England. As he explained at the beginning of The Governance of England:

There are two kinds of kingdoms, one of which is a lordship called in Latin dominium regale, and the other is called dominium politicum et regale. And they differ in that the first king may rule his people by such laws as he makes himself and therefore he may set upon them taxes and other impositions, such as he wills himself, without their assent. The second king may not rule his people by other laws than such as they assent to and therefore he may set upon them no impositions without their own assent. (Sir John Fortescue, The Governance of England, in On the Laws and Governance of England, ed. Shelley Lockwood, Cambridge, 1997, p. 83).

This understanding required Fortescue to adapt the conventional notion of the body politic. He accepted that a people cannot constitute a body without a head, and therefore when a people 'wills to erect itself into a kingdom or any other body politic' it 'must always set up one man for the government of all that body' (Fortescue, In Praise of the Laws of England, p. 20). Nevertheless, he insisted that the body was prior to the head, drawing on Aristotle's theory about the heart being the first part of the body to be formed: 

And just as in the body natural, as the Philosopher said, the heart is the first living thing, having in itself the blood which it sends forth to all the members, whereby they are quickened and live, so in the body politic the intention of the people is the first living thing, having in it the blood, namely, political provision for the interest of the people, which it transmits to the head and all the members of the body, by which the body is nourished and quickened. (Fortescue, In Praise of the Laws of England, pp. 20-1).

The heart, representing the people, is then both prior to the head and crucial for giving life to the whole. Moreover, Fortescue likened the laws of a nation to the sinews of the physical body in their capacity to hold that organism together. And he argued that just as the head of a physical body cannot change its sinews 'or deny its members proper strength and due nourishment of the blood' so a king could not change the laws or deprive the people 'of their own substance uninvited or against their wills' (Fortescue, In Praise of the Laws of England, p. 21).

Harrington's articulation of the body politic analogy combined Fortescue's insights with observations based on William Harvey's theory regarding the circulation of the blood (which I discussed in more detail in an earlier post):

So the parliament is the heart which, consisting of two ventricles, the one greater and replenished with a grosser store, the other less and full of a purer, sucketh in and gusheth forth the life blood of Oceana by a perpetual circulation (Harrington, Oceana, p. 174).

Here the heart represents not simply the people, but specifically the legislature. In addition Harrington, like Fortescue, emphasises the role of the blood, though he uses this to justify his theory of rotation of office. Just as blood moves around the body being constantly replenished but never completely replaced, so rotation ensures that the popular element of the political system is continually in existence and yet regularly renewed. Harrington's account of the body politic, then, builds on that of Fortescue, but pushes it in a more democratic direction through the emphasis on rotation and the associated idea that all should rule and be ruled in turn. At the same time, using that metaphor and associating the legislature with the heart, implied that there would still be a single figurehead at the apex of the system. In Oceana that position was to be held by the Lord Archon, a role that Harrington appears to have designed for Oliver Cromwell. Yet, just like Fortescue, Harrington insisted that such a ruler had to be constrained by the laws.

Harrington's body politic metaphor thus encapsulates the complexity of his system. While he was clearly influenced by classical and Renaissance thinkers from the republican tradition, their ideas were combined with native legal perspectives such as that offered by Fortescue. Similarly, Harrington's republicanism was not simply aristocratic, but also incorporated important democratic and monarchical elements. While some republicans were intent on securing the rule of a narrow political élite, the recent tendency to see that as the republican position and, consequently, to dismiss the insights that republicanism could offer us today is a mistake. The republican tradition was not uniform. Competing views were expressed by its exponents and it was flexible and adaptable. It has the potential to offer a more open and democratic vision of government, one that could serve us in the twenty-first century.

The Inspiration Behind Oceana: 5. Petrus Cunaeus

In previous blogposts I have explored the ways in which James Harrington drew on the ideas of earlier thinkers. So far my focus has been on figures who remain well known today: Niccolò Machiavelli, Thomas Hobbes and Francis Bacon. But Harrington was also inspired by thinkers whose names have not survived so well in popular memory.

One of these is the Dutch author Peter Cunaeus whose book De Republica Hebraeorum appeared in 1617 as part of a series of works produced by the Dutch printer Elsevier on past and present republics. It was translated into English by Clement Barksdale in 1653, not long after the English had established their own 'Commonwealth or Free State'. 

Harrington was particularly interested in two aspects of Cunaeus's account of the Hebrew Commonwealth. The first of these was the law of jubilee. This stated that every fifty years land that had been bought or alienated in the intervening period would be returned to its original owner. Cunaeus referred to this practice as the 'lex Agrarian Hebraeorum', which was translated by Barksdale as the 'Agrarian Law' (Petrus Cunaeus, Of the Common-Wealth of the Hebrews, translated by C. B., London, 1653, p. 13). Cunaeus did this in order to encourage comparison with other ancient practices, and especially the Roman agrarian law. Since Harrington explicitly advocated the establishment of an agrarian law for Oceana, this terminology - and Cunaeus's endorsement of the practice - was useful to him. The terms of Harrington's agrarian law were not identical to the Jewish idea of jubilee; he did not call for land to be returned to its original owner after a set period, but rather restricted the amount of land that could be passed on to one heir, effectively undermining the principle of primogeniture. Yet, both systems were designed to limit inequality without threatening social stability. 

The idea of an agrarian law was not popular at the time, even most seventeenth-century republicans followed Machiavelli in rejecting the practice. It is, therefore, all the more striking that Harrington followed Cunaeus in explicitly challenging Machiavelli's account of the fall of the Roman republic. Against Machiavelli, Cunaeus and Harrington insisted that it was the mismatch between the distribution of land and the holding of political power - essentially the failure to properly implement an agrarian law - that had caused the Roman republic to fall. Given the controversy surrounding agrarian laws, even among those who favoured republican government, Cunaeus's account was also useful to Harrington in its insistence that the law of jubilee was instituted by Moses at God's behest. Here, as elsewhere in his use of the Hebrew Commonwealth, Harrington was able to claim divine support for a controversial idea.

Religion also lay at the heart of the second aspect of Cunaeus's De Republica Hebraeorum that was important to Harrington. According to Cunaeus, God had given authority in both civil and religious matters to the civil magistrate. Instead of being viewed as separate jurisdictions, civil and religious affairs were both under the authority of the Jewish Sanhedrin. Once again this prefigured Harrington's own insistence in The Commonwealth of Oceana that a national church be preserved; and that it, and its clergy, were to remain under the authority of the state, although he also insisted that liberty of conscience should be granted to members of other Protestant sects. On this point, too, Harrington's use of Cunaeus set him apart from other English republicans at the time, most of whom advocated the complete separation of church and state.

Paying attention to Harrington's use of Cunaeus serves to correct the understanding of English republicanism that has tended, at least until the early twenty-first century, to ignore its religious dimension. Being able to draw a parallel with the Hebrew Republic provided a religious justification for some of the more innovative elements of Harrington's programme. At the same time, we can see that the question of how to organise religion was itself central to his concerns. Thanks to Cunaeus, Harrington was able to view the Hebrew Commonwealth as an ancient example that could usefully be deployed in early-modern constitution building.

These observations also have resonance today. Separating church and state has not always worked as an effective means of ensuring toleration for religious groups, not least because it tends to set up a contrast between religious organisations and the secularism of the state. Harrington certainly believed that toleration could be better secured under a system in which the civil magistrate oversaw the state religion, but also allowed freedom of conscience to separatist groups. The question of what the relationship should be between politics and religion remains a live issue today and one on which the sometimes simplistic solutions of the present might be complicated and enriched by attention to past discussions.

The relationship between property and political power has also proved to be a hot political topic in recent months. Research by Guy Shrubsole suggests that 1% of the people now own half of the land in England (https://www.theguardian.com/money/2019/apr/17/who-owns-england-thousand-secret-landowners-author). Moreover, without government intervention even greater disparity is likely in the future, since landowners can use the income they gain from rent and capital appreciation to buy yet more property. This was why Harrington argued for government intervention to reduce future inequality. In the light of Shrubsole's research Peter Hetherington has pointed in a similar direction, suggesting that the solution is to end 'the inheritance and capital gains tax breaks which make trading land so attractive to the few at the expense of the many' (https://www.theguardian.com/commentisfree/2019/apr/18/england-private-landowners-uk-reform-inheritance-tax). Yet many of those in positions of power remain unwilling to address the issue. At a time when the frontrunner in the Tory leadership campaign, Boris Johnson, has pledged to raise the higher-rate income tax threshold from £50,000 to £80,000, thereby cutting the tax bills of 3 million higher-income earners by approximately £3,000 (https://www.theguardian.com/politics/2019/jun/10/tory-leadership-race-what-are-candidates-promises-on-tax), we might wish to reconsider the mechanisms for redistributing wealth in the modern world and whether they are fit for purpose.











An Interlude: Thinkers as Readers

In my last few blogposts I have been examining some of the thinkers whose works influenced James Harrington's The Commonwealth of Oceana. There are more figures I want to explore in future posts, but this month I want briefly to digress, by looking at someone who was influenced by him: David Hume. This is prompted by the fact that on 3rd May I attended a stimulating workshop at the Institute of Advanced Studies in Edinburgh entitled 'David Hume as a Reader: The Authors who Provoked Hume'. The workshop was organised by Max Skjönesberg and Robin Mills and included excellent papers by various scholars each of whom examined the ways in which the works of a particular thinker or genre influenced - or, in the words of the workshop’s subtitle, provoked - Hume. Working on my own paper for this workshop, at the same time as thinking about the various authors who inspired Harrington, led me to reflect more generally on this approach to the history of political thought, what it reveals, and how it could be used to enhance and enrich more conventional studies.

Of course, focusing on authors as readers of other authors immediately brings to the fore various problems. Several speakers at the workshop raised the question of what might constitute reliable evidence of one author having read another. The catalogue of a thinker's personal library, or one to which we know that thinker had access (as in the case of Hume and the Advocates Library), can be useful in this regard. The presence in such a catalogue of a particular book makes it possible, in some cases even probable, that the thinker had read that work, but on its own it cannot prove that (s)he did so. Even when it can be established that a thinker did read a particular work - for example where annotations in their own hand are found in a copy of the work, or where references are made in a commonplace book, diary or correspondence - it does not necessarily follow that that reading then influenced their own thought or writings. 

A more fruitful indication is evidence of one author borrowing (whether explicitly or implicitly) from another. In future, further advances may be made in this area as a result of improvements in digital technology, such as the development of sophisticated machine reading software. Yet it is also important to remember that a lack of critical engagement with a work does not necessarily constitute proof that the author has not been influenced or provoked by it. Furthermore, awareness of the ideas of a particular thinker may develop by reading abridgements or reviews rather than the work itself, or via discussions in settings such as debating societies or political clubs.

A second observation to be made is that influence itself does not always take a simple form. This is something that I was particularly aware of in exploring Hume's reading of Harrington. Occasionally it is possible to identify an example of one thinker directly appropriating an idea from another. Hume, for example, adopts Harrington's preference for the rule of laws rather than men, though we might query whether he derived this directly from Harrington's works or via an intermediary and, indeed, whether Oceana was the true origin of that idea. Elsewhere we can find examples of thinkers embarking from a similar starting point, but moving in different directions, or of them using different methods to achieve similar ends. Alexandra Chadwick offered an example of the former in her paper on Hobbes and Hume, where she showed that they started from similar foundations in terms of their views of human nature and psychology, but diverged with regard to the vision of mankind and society that they sought to paint. Working the other way around, I noted that Hume shared Harrington's concern with accountability, but rejected his mechanism of rotation of office, and instead sought alternative measures to achieve that end.

This idea shades into another way of thinking about influence, which was explicitly articulated by Tim Stuart-Buttle, whereby one thinker generates problems or questions that are then addressed by later generations. This astute observation raises further questions and complexities. It might equally be the case that two contemporary thinkers engage with similar problems or adopt similar approaches not because one has influenced the other, but simply because they are operating within a common political and cultural context. Tim Hochstrasser suggested that this perhaps explains at least some of the affinities between Voltaire and Hume. Richard Whatmore complicated the idea in a different way, suggesting that it sometimes appears as though an author is only influential when (s)he is totally misunderstood by the next generation. Among the papers at the workshop there were certainly several examples of reading against the grain. For instance, Danielle Charette suggested that Hume did not read Machiavelli in the traditional way, but instead sought to move beyond the moralism of many eighteenth-century accounts, modelling instead how Machiavelli might be read fruitfully in the modern world.

While undoubtedly complex, there can be no doubt that juxtaposing authors in this way and examining in detail the connections - and the divergences - between their ideas, can enrich our understanding of the thought of both thinkers. On the basis of this, I was led to wonder whether focusing on reading might provide us with a new dimension to the exploration of intellectual history. Reading offers a middle way between the traditional 'great thinkers' approach to the history of political thought and the contextual methodology pioneered by members of the Cambridge School. Cambridge School historians quite rightly challenged the assumption that the great thinkers of the past were simply conversing with each other and were unaffected by the historical events and more trivial and quotidian intellectual debates going on around them. They have shown, for example, that Hobbes was deeply affected by the experience of living through the English Civil War and was responding to contemporary debates, such as that surrounding the swearing of the Engagement Oath - an oath of loyalty to the new regime in the aftermath of the regicide. Yet this emphasis on historical and intellectual context can sometimes lead us to forget that these people also read and responded to the writings of prominent thinkers who had gone before them. By adding some consideration of who and what thinkers of the past were reading, alongside what they were experiencing and which intellectual debates they were engaging with, we can perhaps produce a richer and more nuanced understanding of the genesis of their ideas.















The Inspiration Behind Oceana 4: Francis Bacon

Niccolò Machiavelli and Thomas Hobbes may be the two thinkers whose influence on James Harrington's thought has been explored in greatest detail, but they are by no means the only ones who left their mark on Oceana. On the very first page of Harrington's 'Introduction' he cites the name of another influential figure, Francis Bacon. Just as Harrington refers to Hobbes as 'Leviathan', so he assigns a pseudonym to Bacon, calling him 'Verulamius'. This was not, of course, a reference to Bacon's work, but to his title 'Baron Verulam of Verulam' which was derived from the Roman name for St Albans, where he lived. The title would have been readily associated with Bacon, since he referred to himself as Lord Verulam rather than Lord Bacon (Markku Peltonen, 'Bacon, Francis, Viscount St Alban (1561-1626)', Oxford Dictionary of National Biography). He also named the house that he built in the grounds of his family home at Gorhambury, Verulam House. The house no longer exists, but John Aubrey included a watercolour image of it in his account of Bacon in Brief Lives

This first reference to Bacon in Oceana concerns a quotation that Harrington took from Bacon's essay 'Of the True Greatness of Kingdoms and Estates' in which Bacon warns of the dangers for the state if the nobility and gentry are allowed to multiply too quickly. Bacon contrasts the development in England where the process was slow and gradual, with the quicker development in France. He praises Henry VII for enacting a system in which small plots of land could be worked by the owner and would provide for basic subsistence. This meant that, rather than having an economy based on peasants, England became a nation of small-property owners. Bacon perhaps, therefore, inspired Harrington's distinctive theory regarding the relationship between the distribution of land and the wielding of political power. Yet Harrington notes that Bacon, like Machiavelli before him, failed fully to appreciate the significance of the balance of property, harping 'much upon a string which he hath not perfectly tuned' (James Harrington, Oceana, London, 1656, 'Introduction').

'Verulamius' is referred to at several other points in Oceana most often to refer to the dangers of poor counsel and the importance of having wise men in positions of power. In addition to these direct references there are several notable parallels between Bacon's ideas and those of Harrington.

Harrington's inductive method, discussed in last month's blogpost, owed something to Bacon. Like Harrington, Bacon explicitly rejected the mathematical approach to natural philosophy. He insisted that mathematics was not a good tool for understanding the world. As evidence of this he referred to the fact that heavenly bodies do not move in perfect circles (Stephen Gaukroger, Francis Bacon and the Transformation of Early-Modern Philosophy, Cambridge, 2001, p. 26). Bacon also challenged the claim that deductive reasoning can yield informative truths. Instead he developed his own distinctive process of eliminative induction (Gaukroger, Francis Bacon, p. 158). This prefigured Harrington's methodology in moving inferentially from experience to first principles, though Bacon also insisted that in the field of natural philosophy it was necessary to then test those principles via fresh experiments (Gaukroger, Francis Bacon, p. 142).

There is also an interesting parallel between Bacon's attitude towards natural philosophers and Harrington's approach to politicians. Bacon did not believe that natural philosophers could simply be left to pursue their discipline as they saw fit, rather he developed a theory about how they should be governed so that, contrary to their natural inclinations, they would manifest good sense and behaviour in their observations and experiments (Gaukroger, Francis Bacon, pp. 12, 131). This is very similar to Harrington's belief that those in positions of power could not be expected to act virtuously or to put the public good before their own private interests. The trick, he insisted, was to rely on 'good laws' rather than 'good men', and to organise the political system so as to constrain and encourage rulers and ruled alike to behave appropriately.

One reason why the similarities between Bacon and Harrington have not been widely acknowledged is because Harrington, long  labelled as a 'classical republican', has tended to be seen as reviving ancient thought, whereas Bacon is commonly presented as the progenitor of modern ways of thinking. Yet both were in fact intent on charting a course between the two tendencies. Bacon explicitly spoke of finding a middle way between 'extreme admirations for antiquity' and 'extreme love and appetite for novelty' and Harrington referred to his intention to 'go mine own way, and yet follow the Ancients' (Francis Bacon, Novum Organum, I, lvi: Works i. 170/iii. 59-60; Harrington, Oceana, p. 3).

Central to the forward-looking aspect of both men's thinking was an idea that has particular resonance today: the notion that knowledge should be useful. Bacon believed philosophy should be valued solely for its contribution to general welfare and insisted that the philosopher should be a public figure acting in the service of the common good. While Harrington was less explicit than Bacon about the need for knowledge to be useful, his own exploration of history and politics was emphatically aimed at exercising a positive impact on the contemporary world and solving some of the key issues of his day.

Yet while Bacon and Harrington were both interested in the utility of knowledge, neither would have endorsed the crude version of this idea that dominates current political and intellectual agendas. This approach tends to see knowledge as a submissive servant to political and economic ends. Bacon was clear that in order for knowledge to be useful it had to be pursued in a comprehensive and unhindered fashion. In his essay 'The Praise of Knowledge' he pointed out that great discoveries - such as printing, artillery and the needle - were not the outcome of deliberate targeted investigations, but rather were 'stumbled upon and lighted upon by chance' (Francis Bacon, 'The Praise of Knowledge'). The idea was that the pursuit of knowledge by appropriate and methodical means would bring improvements to human life, not simply that political agendas should dictate what should be studied, let alone what the outcome of those studies should be.

The Inspiration Behind Oceana 3: Hobbes Again

Last month's blogpost focused on the relevance of the title and frontispiece of Hobbes's Leviathan for Harrington's work. In this month's post I want to develop these observations by examining Harrington's engagement with the language and argument of Hobbes's Introduction to that book, and the contrasting approaches to 'political science' of these two seventeenth-century thinkers.

The opening passage of Leviathan not only provided Harrington with his title, as I showed last month, but is also referenced repeatedly in his works. It is, therefore, worth quoting in full:

NATURE (the Art whereby God hath made and governes the World) is by the Art of man, as in many other things, so in this also imitated, that it can make an Artificial Animal. For seeing life is but a motion of Limbs, the beginning whereof is in some principall part within; why may we not say, that all Automata (Engines that move themselves by springs and wheeles as doth a watch) have an artificiall life? For what is the Heart, but a Spring, and the Nerves, but so many Strings; and the Joynts, but so many Wheeles, giving motion to the whole Body, such as was intended by the Artificer? Art goes yet further, imitating that Rationall and most excellent worke of Nature, Man. For by Art is created that great LEVIATHAN called a COMMON-WEALTH, or STATE (in latine CIVITAS) which is but an Artificiall Man; though of greater stature and strength than the Naturall, for whose protection and defence it was intended; and in which, the Soveraignty is an Artificiall Soul, as giving life and motion to the whole body (Thomas Hobbes, Leviathan, ed. In The Mechanics of Nature Harrington echoed Hobbes in describing 'Nature' explicitly as 'the Art of God' (James Harrington, The Mechanics of Nature in The Oceana and Other Works of James Harrington, ed. John Toland, London, 1737, p. xlii). Elsewhere he too presented constitution-building or 'lawgiving' as an art, suggesting that by practising it humans could imitate God's creativity. And like Hobbes, Harrington also drew on the analogy of the body politic:


AS the Form of a Man is the Image of God, so the Form of a Government is the Image of Man.

...

FORMATION of Government is the creation of a Political Creature after the Image of a Philosophical Creature; or it is an infusion of the Soul or Facultys of a Man into the body of a Multitude (James Harrington, A System of Politics in The Oceana and Other Works, p. 499).


Of course, the body-politic analogy had a long history and was, by the mid-seventeenth-century, a rather outdated metaphor. Yet neither Hobbes nor Harrington was using it in a purely conventional way. Both men sought to revolutionise the idea of the body politic and, with it, politics more generally.

Hobbes saw the body politic as an artificial rather than a natural body - more like a machine than a human being. Against this, Harrington was keen to emphasise that while government is a human creation, legislators are still bound to follow the dictates of nature as laid down by God:


Policy is an Art, Art is the Observation or Imitation of Nature, Nature is the Providence of God in the Government of the world, whence he that proceeds according unto Principles acknowledgeth Government unto God, and he that proceeds in defiance of Principles, attributes Government unto Chance, which denying the true God, or introducing a false One, is the highest point of Atheisme or Superstition (James Harrington, The Prerogative of Popular Government, London, 1658, 'The Epistle Dedicatory').


It is in this context that we can understand Harrington's choice of title as a response to Hobbes. While the Leviathan cannot be constrained by any human form (as the quotation from the book of Job that appears on Hobbes's frontispiece declared), it is nonetheless constrained in only being able to survive in the ocean and not on land.

While rejecting the idea of government as machine, Harrington nevertheless did not revert to the traditional notion of the body politic. Where these supported monarchy (with the king generally associated with either the head or the heart) Harrington offered a more democratic interpretation. He also drew an analogy between this interpretation and the ideas of one of the leading scientists of his day - who was also, significantly, a friend of Hobbes - William Harvey.


Harrington justified his bicameral legislature, and the rotation of office that operated in both houses, by reference to Harvey's theory of the circulation of the blood:

So the parliament is the heart which, consisting of two ventricles, the one greater and replenished with a grosser store, the other less and full of a purer, sucketh in and gusheth forth the life blood of Oceana by a perpetual circulation (James Harrington, Oceana, London, 1656, p. 190).


Through adopting Harvey's notion of the heart as a pump composed of ventricles with distinctive functions, and of the blood as the life-force of the body - here equivalent to the people - Harrington implies that his theory is in tune with current scientific development. Yet the heart, on this account, represents not the king (as Harvey himself had suggested) but the legislature, thereby turning Harvey's (and by association Hobbes's) monarchism against them by showing that the body politic metaphor is capable of a democratic reading.


Harrington's desire to demonstrate his credibility as a scientific thinker has tended to be obscured by the recent emphasis on his status as a classical republican. Yet, like Hobbes, he was keen to put politics on a scientific footing.

Hobbes set out his vision of a science of politics in The Elements of Law and in De Cive. The approach he took was hinted at in the title of the former, which echoed that of the English translation of Euclid's famous work: The Elements of Geometry. For Hobbes, true scientific knowledge was not 'prudence' but 'sapience' and could only be arrived at via deductive reasoning. Hobbes dismissed prudence as mere experience of fact which was used 'to conjecture by the present, of what is past, and to come' (Thomas Hobbes, The Elements of Law Natural and Politic, ed. Ferdinand Tönnies, Cambridge, 1928, p. 139). Harrington, by contrast, adopted this inductive approach as the foundation of his scientific knowledge, expressing the basic principle of his own political reasoning as follows: 'what was always so and no otherwise, and still is so and no otherwise, the same shall be so and no otherwise' and he insisted that we can be as certain of this as we are of other scientific principles. Responding to the criticism Hobbes had made of Aristotle and Cicero - that they had derived their politics not from the principles of nature, but from the practices of their own commonwealths, just as grammarians produce the rules of language from the writings of poets - Harrington suggested that this was equivalent to saying that Harvey had discovered the circulation of the blood not on the basis of the principles of nature, but through studying the anatomy of a particular body (James Harrington, Politicaster, pp. 47-8). Harrington, thereby, likened his political methodology to the scientific methodology of anatomy:


Certain it is that the delivery of a model of government (which either must be of none effect, or embrace all those muscles, nerves, arteries and bones, which are necessary to any function of a well-ordered commonwealth) is no less than political anatomy (James Harrington, The Art of Law-giving, London, 1659, III, p. 4).


In Politicaster he repeated this point in language that deliberately echoed Hobbes: 'Anatomy is an Art; but he that demonstrates by this Art, demonstrates by Nature, and is not to be contradicted by phansie, but by demonstration out of Nature. It is no otherwise in the Politicks' (Harrington, Politicaster, p. 44). What this indicates is that Harrington was intent on basing his analysis not, as Hobbes did, on deductive logic, but, as Harvey did, on the analysis of specific models, both living and dead. In drawing on Harvey, and in coining the phrase 'political anatomy', Harrington further underlined the modern and scientific character of his thinking, pursuing Hobbes's aim to set politics on a scientific footing, while showing that Hobbes at best offered too narrow an account of what this would involve and at worst had misrepresented scientific methodology.


Harrington was playing a cunning game with Hobbes, opposing his politics 'to shew him what he taught me'. However, it was not successful. While Harrington frequently refers to Hobbes in his work, both explicitly and implicitly, the interest was not mutual. Hobbes never responds directly to Harrington's provocations, and does not appear to have engaged with his ideas. It would seem he had little interest in what he had taught Harrington - or in what Harrington might have been able to teach him.

Machiavelli was not the only controversial political thinker to have left his mark on The Commonwealth of Oceana. Harrington was also much influenced by Thomas Hobbes. This blogpost will briefly explore Hobbes's influence on the title and structure of Harrington's works. Next month's post will examine Harrington's debt to Hobbes as regards the substance of his argument and his methodological approach.

The precise relationship between Hobbes and Harrington was the subject of speculation in their own time. At first glance they would appear to be on opposite sides of the political divide: the defender of monarchy versus the proponent of commonwealth government. Yet observers saw connections between their ideas. Harrington's critic, Matthew Wren, commented: 'I will not conceal the pleasure I have taken in observing that though Mr. Harrington professes a great Enmity to Mr. Hobs his politiques ... notwithstanding he holds a correspondence with him, and does silently swallow down such Notion as Mr. Hobs hath chewed for him.' ([Matthew Wren], Considerations on Mr Harrington's Common-wealth of Oceana, p. 41). Harrington replied by acknowledging his debt, at least on certain matters:

It is true, I have opposed the Politicks of Mr. Hobbs, to shew him what he taught me, with as much disdain as he opposed those of the greatest Authors, in whose wholesome Fame and Doctrine the good of Mankind being concern'd; my Conscience bears me witnesse, that I have done my duty: Nevertheless in most other things I firmly believe that Mr. Hobbs is, and will in future Ages be accounted, the best Writer, at this day, in the World. (James Harrington, The Prerogative of Popular Government, I, p. 36).

In general, commentary has focused on the second part of this quotation, and in particular on the idea that while Harrington disagreed with Hobbes on political matters, their views on religion were remarkably similar with both insisting that the church should be firmly under state control and treating the political usefulness of religion as more important than its truth. Yet the first part of the quotation - Harrington's claim that he has 'opposed the Politicks of Mr. Hobbs, to shew him what he taught me' - also suggests agreement on certain fundamentals in their political ideas. Harrington often seems to be writing in response to Hobbes, using his ideas as a springboard, so that even where Harrington departs from Hobbes he often uses Hobbesian language and concepts, applying them to different ends.

This connection is hinted at in the titles of their works. Hobbes called his major work of 1651, Leviathan, alluding to the sea monster described in the Book of Job, the chief characteristic of which was that it could not be constrained by any human power. For Hobbes this was a useful metaphor for his conception of the state. Though it was constituted by the population and designed to secure peace and security, it could not be overthrown by any individual or group among them. Harrington's decision to call his work The Commonwealth of Oceana can be read as a response to Hobbes. Most commentators have seen Harrington's adoption of the term 'commonwealth' as a reflection of his republicanism. Yet he may also have been alluding to Hobbes's own use of that term. On his opening page, Hobbes described the Leviathan as a 'COMMON-WEALTH, or  STATE, (in latine CIVITAS)' (Thomas Hobbes, Leviathan, ed. Richard Tuck, Cambridge, 1991, p. 9). Similarly, 'Oceana' may not only have referred to England being an island nation. The ocean was the medium in which the Leviathan lives and which, to some extent, restricts and determines its movements and actions. While it may not be constrained by human power, there are other limits on it. It cannot, for example, suddenly start living on land, but must conform to the laws of nature. This fits with aspects of Harrington's argument that will be explored in next month's blogpost.

Not only is there a parallel between the titles adopted by these authors, but connections can also be drawn between the structure and form of their works. The frontispiece to Hobbes's text embodies its entire argument. The Leviathan appears at the top of the image rising up out of the sea. In his right hand he holds a sword - the symbol of civil power - and in his left he holds a crozier - the symbol of ecclesiastical power. This literally reflects Hobbes's argument that both powers should be held by the state. The bottom half of the frontispiece is divided into three columns. The left hand one, beneath the sword, depicts various aspects of the state's temporal power. That on the right, beneath the crozier, depicts aspects of ecclesiastical power. Two of Harrington's works refer in different ways to this frontispiece. 

The Prerogative of Popular Government appeared in 1658. It is the work from which Harrington's comment on his debt to Hobbes, quoted above, comes; and it is the work in which Harrington engages most directly with Hobbes's ideas. Given this, it is perhaps not surprising that the structure of the work can be read as echoing the frontispiece to Leviathan. The work is divided into two books. The first, like Hobbes's left hand column, deals with political or civil affairs. The second corresponds to his right hand column in focusing on religious or ecclesiastical matters. And, just like Hobbes's frontispiece, together they make a complete whole. However, while echoing Hobbes's structure, the thrust of Harrington's argument is at odds with that of Hobbes. Where Hobbes had insisted that civil and ecclesiastical powers should be held by a unified state, Harrington argues that both should be organised democratically. Moreover, Harrington cleverly uses Hobbes's arguments to make this point. The second book of The Prerogative defends Hobbes's account of the early church, which emphasised the importance of election by the people in the process of ordaining ministers, against the objections of the Anglican cleric Henry Hammond. What Harrington appears to be saying is that if Hobbes is right in his interpretation of the early church and on the need for civil and ecclesiastical powers to be held in the same hands, then the people should hold both. This, then, is the 'prerogative of popular government'.

The second work that refers to the frontispiece of Leviathan is The Use and Manner of the Ballot, a broadsheet which appeared in 1658/9. Recent research has revealed Hobbes's interest in the use of the visual form to spark the imagination. It has shown how seriously Hobbes took the frontispiece to Leviathan; and has opened up various ways in which that image drew on novel visual techniques to convey the complex relationship between the people, the state, and its functions. Harrington was equally concerned with the problem of conveying complex political ideas in an accessible form and he too experimented with visual images to address this issue. From as early as 1656, Harrington had been concerned that the complex balloting procedure in Oceana was difficult for his readers to comprehend. By the beginning of 1659 this had become a major issue. This was because, as he explained in Brief Directions published just a few months earlier, the use of the ballot was difficult to convey in written form. It would, he believed, be much easier for an audience to understand if they were able to experience it in practice. While this was not immediately possible, presenting the ballot in visual form offered an intermediate solution. The Use and Manner of the Ballot consisted of a detailed annotated illustration of the ballot which was accompanied by a commentary describing the balloting process. As Harrington explained at the beginning of the commentary: 'I shall endeavour by this figure to demonstrate the manner of the Venetian ballot (a thing as difficult in discourse or writing, as facile in practice)'. Though the image remained static, Harrington clearly believed that it would allow his audience to envisage how the ballot would operate, thereby convincing them that what might seem on paper like a complex and cumbersome process could be performed quickly and efficiently. While this was the only image that Harrington produced, it was not the only one to be associated with his writings. When John Toland produced an edition of Harrington's works at the end of the seventeenth century, he prefaced it with an elaborate frontispiece, which cost him £30 of his own money. Just like the frontispiece to Leviathan, Toland's image embodied the argument of Harrington's works (as interpreted by Toland) in visual form. It could, therefore, be read as a final response to Hobbes.


The Inspiration Behind Oceana: 1. Machiavelli: History, Democracy & Human Nature

In January I submitted the final version of my intellectual biography of James Harrington to Oxford University Press. With any luck it will appear before the end of 2019. Consequently, at the start of this new year I have been reflecting on my pursuit of this project and what I have learned from it. One of the particular pleasures of the research has been re-reading not just Harrington's own writings, but also the works of those thinkers who influenced him. This is, then, the first of a series of posts on some of the thinkers who inspired Oceana. Where better to begin than with the great, though controversial, Italian Renaissance political theorist, Niccolò Machiavelli.

Various things struck me as I re-read The Discourses after an interval of more than a decade. One of the first was how beautifully Machiavelli wrote. From the dedication I was immediately drawn into the text and looked forward to reading it. Part of the beauty lies in the fact that he is clear about his arguments, stating them openly even when they are controversial. But there is much in the substance, as well as the style, of Machiavelli's works that I found appealing. I want to highlight three aspects of his work here that certainly influenced Harrington and which, I believe, still have relevance today.

In the first place, Machiavelli - like Harrington - is explicit about the benefits of reading history to better understand present politics and make proposals for the future. Machiavelli laments the fact that in his own time people take pleasure in reading about historical events, but do not seem to learn from or imitate them (Niccolò Machiavelli, The Discourses, ed. Bernard Crick, Harmondsworth, Penguin, 1970, p. 98). One purpose of his book is to encourage a new attitude to history, he aims to compare ancient and modern events so as to better understand them 'so that those who read what I have to say may the more easily draw those practical lessons which one should seek to obtain from the study of history' (Machiavelli, The Discourses, p. 99). Machiavelli's historical methodology is vulnerable to criticism on account of his sense that the past and the present are fundamentally the same. It is obviously not appropriate to maintain this view today, and Harrington already went some way beyond Machiavelli in appreciating the nature and importance of change over time. But it would, I think, be wrong to dismiss too quickly Machiavelli's assertion that human nature remains much the same in all times and places: 

If the present be compared with the remote past, it is easily seen that in all cities and in all peoples there are the same desires and the same passions as there always were. So that, if one examines with diligence the past, it is easy to foresee the future of any commonwealth, and to apply those remedies which were used of old; or if one does not find that remedies were used, to devise new ones owing to the similarity between events. (Machiavelli, The Discourses, pp. 207-8). 

It is, Machiavelli concludes, because people do not properly know or understand history that the same problems keep arising.

One aspect of Machiavelli's understanding of his own past and present which might be of particular interest to us today is what he has to say about popular or democratic politics. As I have pointed out elsewhere, modern democracy is often assumed to be a twentieth-century phenomenon, or at least one that had its origins no earlier than the revolutions of the late eighteenth century. Yet, important discussions on the nature and limitations of democracy took place in seventeenth-century England. Reading Machiavelli reminded me that even seventeenth-century thinkers were by no means the first after the fall of Rome to be interested in the advantages and disadvantages of democratic government. While Machiavelli makes little use of the term 'democracy' he is a strong advocate not just of republican, but of popular, government. As well as claiming that 'it is only in republics that the common good is looked to properly in that all that promotes it is carried out' (Machiavelli, The Discourses, p. 275) he also goes so far as to suggest that 'government by the populace is better than government by princes' (Machiavelli, The Discourses, p. 256). Of course, one has to be careful in interpreting this. The suggestion, put forward by John P. McCormick, that Machiavelli is better described as a democrat than a republican has been challenged on the grounds that he was pessimistic about the capacity of ordinary citizens to govern themselves and consequently insisted on the need for continuous elite intervention in politics (John P. McCormick, 'Machiavelli Against Republicanism On the Cambridge School's "Guicciardinian Moments", Political Theory, 31:5, 2003, pp. 615-43 and Ryan Balot and Stephen Trochimchuk, 'The Many and the Few: On Machiavelli's "Democratic Moment"', The Review of Politics, 74 (2012), pp. 559-88). But, I would argue, what is of most importance is that he engaged with the issues surrounding popular government. Indeed, part of the reason for Machiavelli's preference for popular government was his insistence that the populace can more easily be constrained by laws than a prince, and at the same time if they depart from the law they are less dangerous. Moreover, Machiavelli goes so far as to defend what he admits is an unpopular position. Where most writers at the time dismissed the masses as futile and inconstant, Machiavelli was more cautious: 'The nature of the masses, then, is not more reprehensible than is the nature of princes, for all do wrong and to the same extent when there is nothing to prevent them doing wrong.' (Machiavelli, The Discourses, p. 254).

As this quotation suggests, while Machiavelli was less dismissive of the masses than some of his contemporaries this was based less on an elevated sense of their virtue than on his belief that all human beings are susceptible to corruption and that this must be recognised. He suggested that men cannot restrain their passions for very long and insisted that when constituting a commonwealth it is essential to assume that all men are wicked (Machiavelli, The Discourses, pp. 429 and 111). On this issue Harrington was in agreement with Machiavelli and his political model was grounded in Machiavelli's observation that: 'All legislators, whether in a republic or a kingdom' must be 'ready to restrain human appetites and to deprive them of all hope of doing wrong with impunity' (Machiavelli, The Discourses, p. 217). For both thinkers this included rulers and politicians as much as ordinary citizens. Indeed, Machiavelli had some particularly useful suggestions as to how to treat politicians, and others in positions of authority, emphasising the need to assess them on account of their actions rather than simply their positions: 'For, to judge aright, one should esteem men because they are generous, not because they have the power to be generous; and, in like manner, should admire those who know how to govern a kingdom, not those who, without knowing how, actually govern one.' (Machiavelli, The Discourses, p. 94). Reading statements like this in the midst of the current political chaos over Brexit one cannot help thinking that both understanding historical events and learning from past thinkers could still teach us much about politics that would be of practical value today.

Manuscripts and Reception: The Manuscript Versions of Oceana

Manuscripts not only have the potential to reveal hidden facts about their authors and the purpose behind, or gestation of, their works - as explored in my previous blogposts - but they can also sometimes reveal crucial information regarding the reception of ideas. In the 1960s a manuscript text entitled 'A Discourse of the Ballance or Foundation of Government' was discovered, which was at first believed to have been an early draft by James Harrington of part of The Commonwealth of Oceana. In initial analyses, the fact that the phrase 'the late monarchy' was rendered 'this monarchy' was taken as evidence that the draft dated from before the regicide, so that Harrington was, therefore, already voicing republican ideas during the 1640s.

These assumptions were convincingly disproved by Andrew Sharp in 1973. (A. Sharp, 'The Manuscript Versions of Harrington's Oceana', The Historical Journal, 16:2 (1973), pp. 227-39). He provided compelling evidence that 'A Discourse' actually postdated Oceana, and constituted a handwritten copy of passages from the printed text rather than an early draft of it. Yet he rightly insisted that this did not diminish the significance of the document, since it shed light on the domestication of Harrington's ideas, revealing how 'Harrington, a supporter of revolution, was made a conservative'. (Sharp, p. 227). 'A Discourse' used Harrington's theory of the balance of property - and his account of changes in that balance in England over the previous century - not, as Harrington himself had done, to advocate the replacement of traditional monarchy with popular government, but rather to call for a redressing of the balance among the institutions of England's mixed monarchy and in particular to defend the place of the nobility within that system.

Since the initial discovery, two further versions of 'A Discourse' have been found. All three appear in manuscript volumes comprised of slightly different compilations of extracts from various seventeenth-century texts (Bodleian MS Eng. Misc. C. 144, ff. 110-23; British Library Sloane MS. 3828, ff. 75-80v and Harleian MS 5063, ff. 17v-11 pagination reversed). While the texts included in the volumes are quite diverse, Harrington's theory of property does appear to have been a common theme since also included in the Bodleian and Sloane volumes is A Letter to Monsieur Van B de M at Amsterdam, by the Presbyterian MP Denzil Holles, which includes the statement: 'the Ballance of Lands is the Ballance of the Government' and draws similar conclusions to 'A Discourse' from this theory for English society.

What, then, were the contexts in which these volumes were produced? We can start with their owners. The Bodleian volume was owned by Robert Southwell (1635-1702), an Irish-born MP, statesman and diplomat in the Restoration regime. One of the British Library volumes was owned by Sir Hans Sloane, an Irish physician, naturalist and collector who was important in the establishment of the British Museum. The other British Library version is part of the Harleian collection, bequeathed by Robert Harley (1661-1724).

What appears to unite two, if not all three, of these figures is the Royal Society. Southwell was admitted as a fellow in 1662, and was an active participant for the rest of the century, even serving as president between 1690 and 1695. Sloane, who was much younger than Southwell, was not admitted until 1685, but he too was active and was secretary from 1693-1700. Robert Harley was proposed, though not elected as a member of the Royal Society, but relations of his, including his father Edward Harley (1624-1700), were fellows, though they appear to have been much less active than Southwell and Sloane (Michael Hunter, The Royal Society and its Fellows 1660-1700, The British Society for the History of Science, 1982). Another fellow Abraham Hill - who was treasurer between 1679 and 1699 - was also closely associated with the volumes. He was identified as the person who had extracted and copied 'Mr Hooker's Opinion of Government' in the Bodleian volume, and a letter written to him by another Royal Society fellow William Petty, was also included in that volume. Petty died in 1687, so he was no longer active in the Royal Society in the early 1690s when Southwell was president, Sloane secretary and Hill treasurer, but he had been a good friend of both Hill and Southwell, and the three of them had collaborated closely within the Society in the early 1670s, when they had all been council members. Yet another council member at that time also displayed an interest in Harrington. The natural philosopher Henry Oldenburg was a salaried secretary of the Society for a time. Among his papers is his transcript of part of the preliminaries of Oceana.

It was Petty, though, who provided a direct connection back to Harrington having been a regular attendee at the Rota Club and, according to Aubrey, 'trouble[d] Mr Harrington with his arithmetical proportions and ability to reduce politics to numbers'. (John Aubrey, Brief Lives, ed. Kate Bennett, Oxford: Oxford University Press, 2015, I, p. 232). Petty also picked up on the term 'political anatomy' which Harrington had coined, calling one of his works The Political Anatomy of Ireland. Further evidence of Petty's interest in key aspects of Harrington's theories is suggested by a manuscript, again in the British Library, in which Petty challenged Hobbes's defence of monarchy, and advocated a democratic system which adopted a similar division of the population to that proposed by Harrington in Oceana (Frank Amati and Tony Aspromourgos, 'Petty Contra Hobbes: A Previously Untranslated Manuscript', Journal of the History of Ideas, 46:1, 1985, pp. 127-32). Harrington and Petty evidently remained in contact with each other for the rest of Harrington's life, since there is a letter from Harrington to Petty dated 1676, again in the British Library. The letter follows up a request Harrington claimed to have made previously that the Royal Society provide a suitable place and instruments for the performance of an experiment which Harrington rather pompously claimed was 'more intimately concerning the good of man kind than any other hitherto contained in the writings or known experience of any of the Philosophers' (British Library: Petty Papers h.f.33).

In his 1973 article, Sharp suggested that an original version of 'A Discourse' was probably produced in the 1670s, and that the manuscript volumes were probably gathered together in the 1690s. The Royal Society link offers some explanation for this history. It seems likely that Petty inspired interest in Harrington among members of the Royal Society in the 1670s. This was a time when Petty and others were seeking to expand the appeal of the Society and reverse the decline in membership (Hunter, The Royal Society). Perhaps extending the Society's interests into economic and political matters, a field in which Petty was himself interested, formed part of that campaign. Moreover, the conclusions drawn from Harrington's theory were also timely, given the political situation - especially the worry among Whigs that the English constitution was being threatened by the encroaching absolutism of Charles II, and the fear of even greater future encroachment under his brother James. In the 1690s, when the question of the encroachment of royal power was again an issue, due to the controversy about William III's attempt to maintain a standing army in the aftermath of the Treaty of Ryswick, Harrington's theory would again have appeared relevant to present politics. It was perhaps this that prompted Southwell, Hill and Sloane to include 'A Discourse' in the manuscript volumes they were involved in putting together. There is a twist, however, since - with Petty now dead - the link back to Harrington appears to have been lost. Harrington's authorship of 'A Discourse' is not mentioned in the volumes, indeed in Southwell's copy a handwritten note attributes it to the English antiquary Sir Henry Spelman. 

The Materiality of Manuscripts and Early Printed Books

Justinian Pagitt, whose 'Memorandum Book' I discussed last month, was not the only one of James Harrington's friends to refer to him in an extant manuscript. John Aubrey's Brief Lives, the original manuscript of which is held in the Bodleian Library in Oxford, has long been acknowledged as one of the most important and reliable seventeenth-century sources of information on Harrington's life. It gained popular notoriety in the second half of the twentieth century thanks to the Penguin edition by Oliver Lawson Dick, and has recently come to prominence again due to Ruth Scurr's wonderful reworking of the material into a quasi-autobiography: John Aubrey: My Own Life. I have discussed Aubrey's Brief Lives as a form of intellectual biography in a previous post.  Yet despite my familiarity with the work, I was not prepared for the impact that seeing the original manuscript for the first time would exert upon me.

The work is a manuscript in the true sense, with erasures, additions, and corrections scattered across its pages. Like Pagitt's 'Memorandum Book' it is prefaced by a list of contents to make locating specific entries easier, and most pages are structured with a wide left-hand margin where additional material could be added. Despite this, in the Harrington entry Aubrey clearly found he had allowed himself insufficient room for what he wanted to say. He ends up adjusting the size of his writing to fit the available space, squeezing tiny vertical notes into the margin, and even pasting in a small additional page of information topped by a pointing finger symbol. The text is also interspersed with illustrations. Most of these are small and crude, such as the sketches of the heraldic shields of his subjects and the drawing in the entry on Harrington of the unusually shaped table that was used during Rota Club meetings to allow the proprietor of Miles's Coffee House to deliver coffee to the participants without disturbing their discussions. Occasionally, however, more detailed images are included, such as the watercolour sketch of Verulum House in the entry on Sir Francis Bacon, which comes complete with a fancy title scroll. All of this may sound chaotic and haphazard, but it results in a manuscript that is simultaneously a provisional 'working' copy and yet a thing of beauty in its unfinished state. Unfortunately I do not have permission to include any images from the manuscript here, but some sense of it can be gained by viewing the entry on William Shakespeare which is displayed on the Folger Library's Shakespeare Documented site.

As with Pagitt's 'Memorandum Book', the Aubrey manuscript presents to us not just the official, public 'Aubrey' but also the private man. Of course, part of Aubrey's point in the work is to save for posterity ephemeral details about the appearance, habits, and thoughts of his subjects. Yet the work as a whole also does this for Aubrey himself. The frequent inclusion of birth diagrams, for example, remind us that this is a man who believed in astrology. And the entries reveal an author with a voracious appetite for gossip.

Some of this is, of course, evident from the published versions of the work, but there can be no doubt that much is lost in the transformation of a working manuscript into printed form. My friend Professor Phyllis Weliver of Saint Louis University demonstrates this very effectively in a YouTube video she has made in conjunction with Cambridge University Library in which she reveals the additional information that can be gleaned from the manuscript version of Alfred Lord Tennyson's poem 'In Memorium', which is held in the Wren Library at Trinity College, Cambridge.

It is not only in the transformation from manuscript to print that crucial information about a work can be lost, but also in the shift from earlier to modern print editions or - more commonly now - that from print to digital form. In my work on Harrington I have come across several examples of this phenomenon.

One of the arguments of my forthcoming book is that Harrington took very seriously not just the substantive content of his major work The Commonwealth of Oceana, but also its form, style and presentation. Yet key details of his careful presentation are not always reflected either in print editions or even digital renditions of his works. Harrington very deliberately used at least three distinct typefaces to distinguish different elements of this multilayered work. He used gothic type for the thirty constitutional articles or orders that form the core of the 'Model of the Commonwealth of Oceana' section. In doing so he set those orders apart (almost as a text within a text) thereby drawing attention to their similarity to other constitutional models of the time such as the Leveller Agreements of the People or the 'The Instrument of Government' - the constitution by which the nation was then ruled. The use specifically of gothic type can also be seen as giving them a stamp of authority, since it was most commonly used at the time for the Bible and other religious texts. By contrast, the commentary on the orders is in normal roman type, making the authorial voice that it represents the 'norm' of the work as a whole. Finally, the speeches by members of Harrington's 'Council of Legislators' generally appear either in larger or more broadly spaced roman type so that they too can be distinguished from both the orders and the authorial commentary. While these distinct typefaces would seem integral to both the structure and argument of Harrington's text, they were not accurately reproduced by John Pocock in his 1977 Cambridge edition of The Political Works of James Harrington. While the digital versions of Harrington's Oceana available via Early English Books Online fare better in this regard, the use of red type for particular elements of the title page is lost because the digitised editions are in black and white.

Along with typefaces, illustrations are often lost in the transition to modern print or digital editions. Most modern editions of Harrington's works make reference to, and use of, John Toland's 1700 edition. Yet none of those editions reproduce the amazing frontispiece produced by Toland that prefaces and effectively embodies the argument of Harrington's text. While not original to Harrington's works, this image is so illuminating of them that there is a strong case for it to be viewed alongside them, yet to do so one must either find an original copy of Toland's edition or view the digital reproduction of it available via Eighteenth Century Collections Online. It is no doubt for this reason that it is only with the pioneering work of Justin Champion in the early twenty-first century that the symbolism and meaning of that image has been subjected to proper analysis.

Finally, it is important to remember that distinct copies of an original manuscript or printed text might reveal information not conveyed by them all. This might include marginal comments added by the author or a later owner of the book or manuscript; additional material added or 'tipped' into the work; or information that can be gleaned about the way it was classified, read, or used as a result of how, or with which other works, it was bound. Harrington, in his 'Epistle to the Reader' lamented that the first printed edition of Oceana was not as polished as he would have liked. The fact that the work had been dispersed between three presses for printing, among other difficulties, had resulted in multiple typographical errors, and he urged the reader to use the three pages of errata that he supplied to correct their own copy. I see this instruction to the reader as reflective of Harrington's desire to encourage active engagement with his work and the ideas it contained. It is, therefore, of significance that at least one reader appears to have taken heed of Harrington's call. In a version of the text held at the Alexander Turnbull Library in Wellington, New Zealand, the errata have been incorporated into the text itself. In some places the error has been scratched out:

Elsewhere a handwritten correction has been made in the margin, and in other places places a small strip of paper with the correct word printed on it has been pasted over the error:

This serves to remind us that books were physical objects that were engaged with in a variety of ways by their owners and readers. 

As I have discovered in my research on Harrington, engaging with original copies of both manuscripts and printed books, and paying attention not just to their content but also to their physical form and materiality, can greatly enrich our understanding of the intentions of their authors as well as of whether or not they achieved their aims.

Avoiding Excessive Drinking, Witty Tricks, and Moral Models: The Memorandum Book of a Seventeenth-Century Lawyer

Recent weeks have seen explosive revelations in America regarding the alleged teenage antics thirty years ago of Donald Trump's supreme court nominee Brett Kavanaugh. The allegations of excessive drinking, sexual harassment, and unacceptable behaviour against a young man who would go on to have a notable legal career reminded me of another young lawyer, this time from the seventeenth century, and his reflections on behaviour and morality.

That lawyer was Justinian Pagitt (1611/12-1668) who trained at the Middle Temple before going on to a legal and administrative career both during the Interregnum and under Charles II. Pagitt held, among other positions, the office of clerk of the treasury and keeper of writs and records in the court of King's Bench. While official records can be used to trace his public career, we are able to glimpse more intangible aspects of his life thanks to a little known manuscript volume entitled 'The Memorandum Book of J. Pagitt' which is held in the British Library manuscript collection.

I came across this volume because it contains one of a disappointingly small number of references within the British Library's manuscript collection to 'James Harrington'. Moreover, unlike most of the other references thrown up by a search of the catalogue, I was fairly sure that this one did relate to 'my' James Harrington - the author of The Commonwealth of Oceana.

The specific document to which the Harrington reference points is a letter written to Harrington, in early 1634, by Pagitt. The content of the letter, while undistinguished in itself, was of some significance to me in that it filled in gaps in our rather patchy knowledge of Harrington's life prior to the publication of Oceana in 1656. Just how it does so is set out in my forthcoming book. Yet while scanning the volume, I realised that it was of interest beyond what it has to say about Harrington, his early life, and his relations with Pagitt.

The memorandum book consists of entries on a variety of subjects. These are prefaced by a contents page, suggesting that it was intended to be used, probably by its author, since this would make locating a specific entry easier. Several entries are particularly eye-catching.

One is entitled 'How to avoyd overmuch drinking in Company'. Over three pages it offers thirteen tips for achieving this goal. It starts by counselling wariness and caution with regard to the company one keeps when drinking. It is, however, realistic in acknowledging that a young man may find himself at a tavern with those who are drinking excessively and that, particularly when toasts are being drunk, it is difficult to avoid participating without appearing churlish. In these circumstances, Pagitt recommends either drinking just a little so as not to end up imbibing too much or feigning illness:

If they urge you to drinke, after a glasse or two faine your self ill & presently go lye down on the bed & then faine to sleepe. Or else clasp yr handkerchief to your nose as if yu bled & presently go dooene stairs & call for a bason of water &c.

While these tactics might seem a little lame, Pagitt did also posit more robust responses:

If these dissioulacons will not serve turne, & if they urge you obstinately tell them though it be their humour to be madd & drunk, yet it is yours to be merry & sober & if they be so resolute to maintain their humour you are as resolute to maintain yours.

On another page Pagitt recounts the kinds of 'Witty tricks' that young gentlemen in the seventeenth century played on each other. In the first, 'Mr Sandys of Grayes Inn' bet a quart of wine that he could draw a knife through a tobacco pipe, but instead of cutting through the pipe as his audience presumably expected he tied a piece of string to the knife and pulled both through the pipe. Secondly he held three pieces of pipe in his fingers and asked which would be broken first. When one of the audience suggested a particular pipe he would take one of the others in his hands and break it. Thirdly, he placed a bet that an individual should not say 'this glass of wine' and then asked him two questions, the wording of which forced him into saying 'this glass of wine' and therefore losing the bet.

Towards the end of the volume is an entry that provides further insight into Pagitt's moral character. The page is headed 'Cum quibus conversandum est', which translates as 'with whom one ought to consort'. Here Pagitt lists those men who are like him in nature, manners, age and studies and those 'from whome I may receive most benefitt in their consultation'. These appear to have been individuals he saw as positive role models, whose behaviour he might emulate, as much as those from whom he might be able to gain advantage.

Pagitt's Memorandum Book reminds us that the people who produced the sources that we consult as historians were living human beings with similar characteristics and flaws, facing some of the same concerns and temptations that we face. In this light, perhaps Pagitt's reflective attitude regarding his own behaviour remains worthy of emulation today.

The Seventeenth-Century Fitbit and Other Early-Modern Inventions

As I start to write this, my children and I are in our final days of training for the Junior Great North Run, in which they are participating to raise money for Cancer Research. We have also recently completed our annual Bank Holiday walk, which is another way in which we as a family remember my late husband, John Gurney, since walking was a particular passion of his. This year we walked up the Northumberland Coastal Path from Craster to Berwick upon Tweed over four days. Given all this activity, our Fitbits, the nifty pedometers that strap to your wrist and measure your steps, have been much used. The Fitbit seems to represent a characteristically twenty-first century idea, combining current obsessions with fitness and digital technology, but, while researching my intellectual biography of James Harrington, I came across a description from the mid-seventeenth century of what appears to be a very similar device:

They have been contrived also into little pocket instruments, by which after a man hath walked a whole day together, he may easily know how many steps he hath taken. (John Wilkins, Mathematicall Magick, or, The wonders that may be performed by mechanicall geometry, London, 1648, p. 163).

The author of this passage, John Wilkins, was a theologian, natural philosopher, and the Warden of Wadham College Oxford. He was not the inventor of this device, but was describing an instrument he had read about in the works of the Roman architect and engineer Vitruvius who lived during the first century BCE, making this precursor to the Fitbit not simply a seventeenth-century idea, but one with its roots back in the ancient world.

Wilkins's book, Mathematicall Magick, was a popular guide to mechanical inventions. In the spirit of the scientific circles in which he mixed, Wilkins set such knowledge firmly in a religious context, citing Heraclitus on the idea that divine power and wisdom could be discerned even in the common arts. He was also keen to emphasise the utility of such knowledge and the importance of it being disseminated widely. He noted that the eminence of the Germans for mechanical inventions had been attributed to the public lectures given there in Latin and the vernacular. He perhaps hoped his book would perform a similar function in England. Certainly, publishing in English, at a time when many scientific books still appeared in Latin, was deliberate. Explaining his choice of title, Wilkins alluded both to the audience at which the book was directed and its aim:

This whole Discourse I call Mathematicall Magick, because the art of such Mechanicall inventions as are here chiefly insisted upon, hath been formerly so styled; and in allusion to vulgar opinion, which doth commonly attribute all such strange operations unto the power of Magick (Address to the Reader).

In an attempt to enlighten his readers, Part 1 of the work described the six primary mechanical principles: the balance; the lever; the wheel; the pulley; the wedge; and the screw. Part 2 examined the various kinds of automata that could be developed on the basis of these principles. It was here that various inventions, including the description of the forerunner to the Fitbit, could be found.

Other inventions described in the book are equally prescient. Wilkins devotes some attention to Marin Mersenne's idea of 'a ship, wherein men may safely swim under water', effectively a submarine. (p. 178). He claims that this was already subject to practical experimentation in England by Cornelius Dreble. Wilkins admitted that the idea had not yet been perfected, noting three particular difficulties: how to get things into and out of the vessel without taking in water; how to direct it to particular destinations in the absence of winds and tides for motion and sight of the heavens for direction; and how to get air into the vehicle for respiration and fire for light, warmth and cooking without causing further problems. He went on to offer potential solutions for each.

Wilkins also explored the possibility of a flying automaton that could propel itself. He was well aware of the potential utility of such a machine, claiming: 'there is not any imaginable invention that could prove of greater benefit to the world, or glory to the Author'. (p. 195). The most likely means by which human flight might be achieved, Wilkins suggested, was by flying chariot. While he acknowledged the difficulties involved in creating a vehicle that would be large enough to hold a human and yet light enough to be propelled, he did not think it improbable that the difficulties would be overcome in time. He was also forward-thinking in his sense of the possibilities it would offer:

besides the discoveries which might be thereby made in the lunary world; It would be serviceable also for the conveyance of a man to any remote place of this earth: as suppose to the Indies or Antipodes. For when once it was elevated for some few miles, so as to be above that orb of magnetick virtue, which is carried about by the earths diurnall revolution, it might then be very easily and speedily directed to any particular place of this great globe. (p. 220).

While I came across Wilkins during research into Harrington, the relationship between these two men was not happy. They were born near each other in Northamptonshire in the early 1610s, attended Oxford University, and spent time during the 1640s in the service of Charles Louis, the Prince Elector Palatine, with whom they both appear to have had a good relationship. Wilkins even dedicated Mathematicall Magick to Charles Louis, to whom he claimed to owe everything. Yet Wilkins' friend, Matthew Wren, claimed that Harrington saw Wilkins as 'one averse from his Principles and Designes' and suggested mischievously that dedicating his own attack on Harrington to Wilkins would 'excite' Harrington's 'utmost rage'. (Matthew Wren, Monarchy Asserted: Or the State of Monarchicall & Popular Government, London, 1659, The Epistle Dedicatory). I explore the antagonism between Harrington and Wilkins on political, methodological, religious and philosophical matters in my forthcoming book.

My British Academy Fellowship has now ended and by the time this blogpost appears the book that I was working on during that Fellowship should have been submitted to the publisher. In the lull following the effort of completing the book manuscript, I will use the next few blogposts to reflect on some of the fascinating primary texts I have come across during my research into Harrington, of which Wilkins's Mathematicall Magick is a good example.

Representation and Misrepresentation

Last month I wrote about the 'Translating Cultures' workshop that I attended at the Herzog August Bibliothek in Wolfenbüttel, Germany in late June 2018. The same week I also spoke at the Graduate Conference in the History of Political Thought held at UCL in London. The theme this year was 'Representation and Misrepresentation' and I was honoured to be invited to deliver the keynote address. Unfortunately, I was only able to attend the first five panels, but I heard some fascinating, inspirational papers that led me to reflect on several key themes.

One of these was the sheer complexity of the concepts 'representation' and 'misrepresentation'. This complexity has a long history. While representative government is often associated with modern democracy - with representation presented as a means of making democratic government workable in large modern nation states - Ludmilla Lorrain reminded us that representation was originally developed in opposition to democracy. Late eighteenth-century advocates of representative government - for instance, the American founding fathers, Emmanuel-Joseph Sieyès and Edmund Burke - believed democracy ought to be avoided, and instead celebrated representative government as superior. In this context, Lorrain argued, William Godwin's commitment to 'representative democracy' is worthy of investigation.

Benjamin Constant, as Arthur Ghins demonstrated, sided with Sieyès and Burke rather than Godwin. The advantage of representation for Constant was not that it made democracy possible, but rather that it would result in good political decisions. Ghins also argued that Constant was more concerned with representing interests than individuals, further complicating what we understand by political representation.

The question of who or what was to be represented was always contentious, and from the French Revolution onwards some claimed that representation ought to extend to women as well as men. John Stuart Mill was a particularly strong advocate of this claim. In her paper, Stephanie Conway argued for the centrality of this commitment within Mill's thought. Mill, she suggested, believed that the enfranchisement of women would solve the pressing problem of overpopulation.

Alongside who should be represented, the tools used to exercise representation have also proved contentious. The timely issue of the uses of referenda in representative governments was explored by Gareth Stedman Jones, in his introductory address, and by Ariane Fichtl. Opening her paper with a reference to Jacques Louis David's painting 'The Oath of the Horatii', Fichtl noted that the Horatii were eventually acquitted after an appeal to the Roman popular assembly. Yet in 1792 it was the Girondins, rather than David's allies the Jacobins, who advanced the idea of referring the decision about what should be done with the former French king to the people. Stedman Jones noted that under both Napoleon III and Hitler referenda were used as a means of providing apparent democratic accountability in systems that were some way from being democratic.

As well as causing me to reflect on the complexities of representation, the papers also encouraged me to think about the nature of the history of political thought as a field. In the first place it is clear that the importance of examining works in their historical and intellectual context - as pioneered by the Cambridge School - remains a useful and revealing methodology. Interestingly, it was, perhaps, the speakers from the European University Institute in Florence who displayed the richness of that approach most eloquently. Bert Drejer explored the revisions that Johannes Althusius made to the 1610 and 1614 editions of his Politica, methodice digest in response to changing circumstances. Moreover, in answering questions he noted that part of the reason for Althusius's greater emphasis on cities in the later editions was probably that he had become a syndic himself in the intervening period. Juha Haavisto is writing an intellectual history of William Temple and very much seeking to set Temple's thought in its context. He described Temple as a practical and pragmatic writer whose lack of consistency can be explained by the fact that he often adapted his thought to the circumstances. Elias Buchetmann is working on a contextual reading of Georg Wilhelm Friedrich Hegel's philosophy. He argued that Hegel's observation of events in Württemberg, particularly the constitutional crisis of 1815-19, had a significant impact on the development of his thought. Morgan Golf-French also touched on this approach in his question to Ghins regarding the relationship between Constant's liberalism and his knowledge of, and engagement with, the German context.

While suggesting much continuity, these papers also showed signs of new developments and trajectories in the history of political thought. In particular, it is clear that there is a growing tendency towards branching out from politics, narrowly defined, to explore the interrelationship between politics and other fields of knowledge. The 2009 book Seeing Things Their Way put forward a two-pronged argument: that advocates of the Cambridge School have often ignored or downplayed the religious dimension of earlier thought; and yet that their methodology is particularly conducive to understanding and making sense of religious beliefs and convictions in their own terms (Seeing Things Their Way: Intellectual History and the Return of Religion, ed. Alister Chapman, John Coffey and Brad S. Gregory. Notre Dame, Indiana: University of Notre Dame Press, 2009). Building on this idea, Connor Robinson reminded us that debates about the polity took place within the church as well as the state in seventeenth-century England. He suggested that ideas of representation in that period might usefully be read against the background of Protestantism, showing that the ideas and practices of the early church were central to the responses that James Harrington and Henry Vane made to Thomas Hobbes. Barret Reiter also linked political and religious thought, presenting Hobbes's interest in the problem of idolatry as part of a much wider concern with the fancy or imagination. The root of Hobbes's concern with idolatry, Reiter argued, lay in the individual following his own imagination rather than obeying the sovereign.

Other papers touched on other relationships. Alex Mortimore examined the way in which political ideas could be expressed in literary form, specifically in Johann Wolfgang von Goethe's work Die Aufgeregten (The Agitation), which was written in 1792 at the height of the French Revolution. I was particularly struck by the subtitle of this work 'A Political Drama' and wondered whether this was a common genre at the time or whether it was prompted by Goethe's reaction to this highly charged political moment. The paper served to remind us that literary sources can be just as valuable as political texts in reflecting the political views being expressed and debated at particular points in time.

Economics is another discipline that is closely related to politics and that was often not fully distinguished from it in earlier periods. Both Ghins's paper and that by Henri-Pierre Mottironi explored the interrelationship between politics and economics in the late eighteenth and early nineteenth centuries. Mottironi demonstrated that the French Physiocrats modelled their ideas of citizenship, taxation, and representation on practices that were well established in corporate institutions, including joint stock companies such as the French East India Company. Sieyès then derived his understanding of these same concepts from the Physiocratic model and embodied them in his constitutional proposals many of which were reflected in the French constitution of 1791. While convinced of this borrowing, I was also struck by the tension that this brings to light between what revolutionaries like Sieyès were claiming and what they were doing. Sieyès set out to replace the unjust and unequal organisation of French society around corporate bodies such as the Estates with a more equal and rational system centred on individuals. Yet Mottironi's work suggests that in the very conception of this new rational model Sieyès was himself drawing on practices that operated in corporations like the joint stock companies.

Perhaps it is precisely because political concepts are so complex that the history of political thought is in such rude health?

Translating Cultures

In June 2018 I attended two excellent conferences at which I was able to present some of the findings of the research I have completed during my British Academy fellowship. It seems appropriate, then, to reflect on those conferences and my thoughts about them. I cannot, in two blogposts, do justice to the rich nature of all the papers. Rather I will draw out certain themes that struck me as pertinent to my work and demanding further reflection. This blogpost will deal with the first conference of the week, which took place in Wolfenbüttel, Germany on 26-27 June. In September's blogpost I will deal with the Graduate Conference on the History of Political Thought, which was held in London on 28-29 June.

'Translating Cultures: Translation, Transmission and Dissemination of Printed Texts in Europe, 1640-1795' was held at the Herzog August Bibliothek in Wolfenbüttel and organised by Thomas Munck from the University of Glasgow and Gaby Mahlberg, an independent historian who now also works as a journalist in Berlin. Fittingly, the idea for a workshop on translation arose when these two academics met at the Herzog August Bibliothek when they were both carrying out research there, thanks to the institution's generous research fellowship programme. This setting was the perfect place in which to hold such a workshop since it is Germany's national library for the seventeenth century. It owes this distinction to the fact that it houses one of the few intact seventeenth-century libraries still in existence, much of which was collected by Duke August (1579-1666) after whom the library is named.

During the course of the workshop, we took time out to be given a tour of the library. We were shown the books, many still bound in their original white coverings, which are organised according to eight themes and placed on the shelves by theme and in height order. We were also shown the catalogue that Duke August produced himself and the wonderful seventeenth-century book wheel which was made to hold it. We learnt that, in its original location, the library was housed immediately above the stables. It struck me that Harrington would have appreciated this arrangement, given his notion that the foundation of power is grounded in land (and in the military force - including horses - needed to protect it), but that at the level of the superstructure, power also comprises authority and that this requires reason - including the knowledge found in books.

In his opening paper, Thomas Munck introduced several important themes. One of these was the idea of tracing when key works in the history of political thought were translated into particular European languages, in order to uncover the motivations behind those translations. I was already aware that a number of English republican works were translated into French during the French Revolution. I included a list of the seventeenth and eighteenth-century French translations of English republican writings in an appendix to my last monograph, which shows that at least ten such works were published  between 1789 and 1801. Munck's research identifies at least another five English political works that also appeared during that period. More precise research is also revealing. As noted in the papers that Miriam-Isabelle Ducroq and I gave at the workshop, the two French translations of Harrington's works that were published during 1795 were directly relevant to the very particular circumstances of that year - and especially the debates over the introduction of a bicameral legislature and the form it ought to take.

As well as translations being inspired by particular circumstances, works also sometimes had to be adapted to fit new contexts. In the case of scientific translations this could involve having to make careful choices regarding vocabulary, or even updating the original text to reflect advances in scientific knowledge since the original work had appeared. Sietske Fransen described examples of the former in German translations of the works of Jan Baptist van Helmont, where the lack of an established German vocabulary for the new science forced translators to give new meanings to words. Similarly, Lázló Kontler found that German translations of Bernard Le Bovier de Fontenelle's Entretiens sur la pluralité des mondes were adapted in order to reflect subsequent advances in the discipline.

In a parallel way, translations of political works sometimes distorted the meaning of the original text in order to better fit new circumstances or the concerns of the author.  Munck addressed this in relation to André Morellet's translation of Cesare Beccaria's work on crime and punishment, raising the question of at what point translations become completely distinct works. Gaby Mahlberg demonstrated that the German translations of Algernon Sidney's Discourses produced in 1793 and 1795 were quite different from the seventeenth-century original. Those texts were edited, cut and moderated, so as to turn Sidney from a defender of rebellion into a proponent of good citizenship. The text became a defence of moderate constitutional monarchy against the radical forces of the French Revolution (ironically at exactly the time when the French were using him and his associates to endorse their revolution). In a similar way, Wyger Velema showed how Dutch translations of the classics were employed on both sides of the patriot debate in The Netherlands in the late eighteenth century. 

Distortions could also arise and be perpetuated through the common practice of one translation being used, in place of the original, as the base text for later translations. Asaph Ben-Tov explored an extreme example of this in his discussion of early modern translations of the Koran into European languages - many of which were produced by scholars who knew little or no Arabic.

Distortion is also linked to another theme that loomed large in our discussions: audience. Both Alessia Castagnino, in her consideration of the theory and practice of translation in eighteenth-century Italy, and Luc Borot, in his comparison of two translations of Thomas Hobbes's De Cive, commented on this issue. Castagnino emphasised the fact that one common justification for producing a translation is to make a book that is deemed useful available to a wider public - including those whose linguistic skills may be limited. Borot noted that different translators may aim at different audiences such as those with greater technical knowledge and experience as compared with the general public; and that these decisions impact directly on the translation itself. 

Yet the relationship between translator and audience can be complex. Both Helmer Helmers and Rachel Foxley cited examples in their papers of works which might be read differently depending on the linguistic skills of the reader. In the case of the diplomatic translations examined by Helmers, some of the jokes presented in those works would only be fully understood by multilingual readers. Similarly, Foxley noted that readers of Marchamont Nedham's The Case of the Commonwealth would have a different experience of the text depending on whether or not they understood Latin. Nedham's translation of Juvenal's famous tag 'Panem & Circenses' as 'Bread and Quietnesse', rather than the more commonly used 'bread and circuses', will have produced a rather different understanding without knowledge of the original Latin.

Finally, several papers reminded us of the importance of paying attention not just to the words, but also to translation as a business and books as material objects. Ann Thomson's study of Pierre Desmaizeaux offered insight into some of the causes of translators distorting original texts, by reminding us that the extent of their freedom could be seriously limited by agents and publishers. Mark Somos's fascinating paper on census bibliographies, which trace and describe all extant copies of a particular work, revealed the insights that can be drawn from such research. This led me back to thinking about Harrington and to wonder what a census bibliography of his works might reveal.

A New Utopia: Oceana for the 21st Century

George Monbiot's book Out of the Wreckage: A New Politics for an Age of Crisis calls for the creation of a "politics of belonging". He is not the only person to suggest, in recent months, that a new way of thinking about politics is required. These calls have prompted me to think again about the utopian character of James Harrington's The Commonwealth of Oceana

Historians have long debated whether Oceana should be labelled as a utopia at all, partly because it was very clearly intended as a practical model for a specific place and time. Yet Colin Davis, author of Utopia and the Ideal Society, sees this as precisely one of the key features of a utopia. Davis argues that what distinguishes utopias from other conceptions of the ideal society is their acceptance that limited resources are exposed to unlimited desires: 'The utopian's method is not to wish away the disharmony implicit within the collective problem, as the other ideal-society types do, but to organise society and its institutions in such a way as to contain the problem's effects.' (Colin Davis, Utopia and the Ideal Society: A Study of English Utopian Writing 1516-1700, Cambridge, 1981, pp. 37-8). This kind of model, one that takes human society as it is and offers practical solutions to human problems - and yet pushes beyond the framework of the current system - is precisely what we need just now. So what would an Oceana for the twenty-first century look like?

It will come as no surprise to readers of this blog that, in the first place, my twenty-first century Oceana would seek to challenge the idea that politics is the preserve of a distinct political class. Harrington, following Aristotle, believed every citizen should rule and be ruled in turn. He also insisted that human nature dictated that individuals who held power for long periods of time (however good and virtuous they were in the first place) would inevitably become corrupt. Harrington's solution was the rotation of office, with representatives being in post for three years before standing down and being ineligible for re-election for a similar term. Something like this system could be introduced in the UK Parliament. Of course there are problems that would need to be addressed. Being effectively made redundant after three years may deter certain individuals (perhaps particularly the poorest) from standing at all, so jobs would need to be held open and provision made to support those retiring from office. But the potential advantages of politics being an activity in which most citizens engage at some point, rather than the preserve of a political élite, are significant.

Another central tenet of Harrington's political programme was the preservation of an equitable division of land within the nation. This was necessary to maintain a balance of property, and hence of power, suitable for commonwealth government. Harrington sought to achieve this through his agrarian law, which required those owning large tracts of land to divide their estate more equally among their children. While land is still a crucial source of the wealth of the super-rich, it has largely been replaced by money as the basis of power. My concern here is not with the redistribution of property in either its landed or monetary form, but rather with the means by which the majority of us earn our money. Work is currently divided in ways that are uneven, creating unhappiness both among those who have too much and those who have too little. Earlier this year the New Zealand trustee company Perpetual Guardian initiated a six-week trial in which its employees were to work four days a week while being paid for five, and in this country the Autonomy Institute has called for the implementation of a four-day week. I am one of a growing number of parents who have made the  switch to working four days a week. While there is a danger (for those of us doing four days' work for four days' pay) of succumbing to the tendency to do five days' work in four, my experience is that a four-day week makes for a better work-life balance, for those able to take it. There are also potential benefits for others since, in my own and many other professions, a large number of highly talented young people are struggling to get their feet on the career ladder. If more people worked fewer days a week then more positions would open up for junior staff. Of course, employers may well complain that it would create a less efficient system. But we could off-set the inefficiencies of having to employ more staff against the efficiencies gained from workers being less tired, more motivated, and less susceptible to stress and its associated health problems. Nor should this change in work patterns be available only to professionals. A wholesale reconsideration of what constitutes a working week ought to address changes and benefits that can be brought to all workers.

Finally, Harrington's commitment to healing and settling a divided nation could be developed for the twenty-first century. As I demonstrated in a previous blogpost, he insisted that peace could only be established in post-civil war England if those on both sides of the royalist-parliamentarian divide were allowed to engage equally as citizens. He was also a strong advocate of religious toleration, insisting that no-one's right to citizenship or to hold office should be rescinded on the basis of religious belief. The Brexit Referendum, along with the debates at home and negotiations in Europe that have followed, have created deep divisions in our society. As a result, we too are in need of healing and settling. I suggest, though, that the solution for us lies less in extending citizenship to those who are currently excluded than in making political citizenship more substantial.

One way of doing this would be to encourage open debate about key issues. This might be seen as going against Harrington's ideas, in that his popular assembly was not allowed to discuss legislative proposals - he worried that popular political debate would lead to anarchy. Yet he saw debate by the Senate as crucial to the political process, and he did not want to prevent popular debate from taking place outside the popular assembly. Moreover, in several of his writings he expressed the idea that greater knowledge would arise from the debating of issues, even suggesting that his model constitution would be improved by others examining and criticising it. There is an echo here of Milton's notion from Areopagitica that good ideas will inevitably win out if free debate is allowed to flourish. If we could create opportunities at all levels of society for free, open and constructive political debate involving those of different political views, perhaps we could construct a society that is more open, tolerant, and better informed.

Of course, what I have offered here is not a utopia but just three proposals inspired by Oceana. A further distinguishing feature of utopias, noted by Davis, is that they are conceived as total schemes. In the early modern era this was often achieved by setting the utopia on a distant island, as Thomas More did in the work that gave its name to the genre. This reflected a fascination with the, as yet not fully charted nature of the globe at that time. While, like More, Harrington was writing a utopia for England, he indicated the intended location more overtly, the fictional guise he employed simply signalled a concern with England as it ought to be rather than as it actually was. Today, the obvious place to situate a utopia would be in the virtual realm. Moreover, with the right software one might even be able to play out the consequences of such a system, as is done in disaster scenario planning (and as Harrington attempted to do in a more basic form in the corollary to Oceana). Perhaps my next step, after my Harrington book has been delivered to the publisher, should be to construct a Harringtonian 'digitopia'.

 

Early Modern Political Thought and C21 Century Politics: A Workshop

As part of my British Academy Fellowship I organised a workshop at Newcastle's Literary and Philosophical Society on Wednesday 16 May 2018, on the relationship between early-modern political thought and twenty-first-century politics. The Lit and Phil is an ideal place to host such a discussion, having been a vibrant centre for thought and learning in the heart of Newcastle for more than 200 years. Although its founders eschewed discussion of religion and politics, its forerunner - the Philosophical Society - debated such issues as 'Whether a National Religion, or a variety of Sects, is of greater advantage to the State?', 'Whether the Civil War in the reign of Charles I and the present conflict with America be similar?' and 'Which is the better form of government, a limited monarchy as in Great Britain, or a republic?' 

I invited four distinguished speakers to the workshop each to speak on a different theme.

John Rees, author of The Leveller Revolution, talked about political organisation and mobilisation during the Civil War. He focused on the Putney Debates arguing that it was in that forum that some of the arguments deployed ever since for and against democratic change were laid down. Thomas Rainsborough set out his famous plea for the right to representative government and democratic accountability. He argued that: 'the poorest he that is in England hath a life to live, as the greatest he' and therefore that 'every man that is to live under a government ought first by his own consent to put himself under that government' (The Clarke Papers, ed. C. H. Firth, London: Royal Historical Society, 1992, p. 301). Against him General Henry Ireton asserted that only those with property should have the vote. Moreover, as Rees noted, the organisation of those debates themselves hinted towards a more direct notion of democracy, with ordinary soldiers acting as the voices of their regiments. Drawing on his own experiences in opposing the regime of Hosni Mubarak in Egypt, Rees showed that these arguments retain relevance and resonance today.

Ann Hughes, Emeritus Professor of History at Keele University, engaged with the question of religious liberty and toleration. The period of the mid seventeenth-century witnessed the articulation of arguments both for and against toleration. The Presbyterian Thomas Edwards rejected toleration, citing the dangers that full religious liberty would bring. By contrast, in Areopagitica, John Milton celebrated the acceptance and even encouragement of (moderate) division and variety. Hughes highlighted the fact that Edwards and Milton essentially had different conceptions of the truth. Edwards believed that he knew what the truth was and that the task was to enforce it. By contrast, Milton emphasised the need for openness in order to discover the truth. Once again, we can see how these two views remain in conflict among us today with figures on both sides of the secular-religious divide in danger of being closer to Edwards than to Milton.

Ariel Hessayon, of Goldsmiths College, discussed environmental issues, noting that while we worry today about global warming and its implications for competition over scarce resources, people in the seventeenth century were anxious about the impact of a cooling climate in what has become known as the 'little ice age'. Building on Geoffrey Parker's important work on this topic, Hessayon considered the sources that seventeenth-century men and women used to make sense of what was going on, and their responses to environmental change and challenge.

Finally, the historian and journalist Gaby Mahlberg opened with Berthold Brecht poem Thoughts on the Duration of Exile in order to address the issue of refugees and exile. She reminded us that exile is generally a matter of necessity rather than choice, and explored the ways in which seventeenth-century English republican exiles were affected by the people and ideas with which they came into contact in the nations that gave them shelter. She also spoke of the difficulties they faced in attempting to maintain and pursue their political activities abroad.

The four papers were linked in my mind by the fact that fear seems to have been a pervasive and constant presence in mid-seventeenth-century England. Ireton was afraid of the social anarchy he thought would inevitably arise from giving the poor and propertyless the vote (while those poor and propertyless were of course endlessly fearful of what the authorities would do to them). Edwards was fearful that tolerating certain religious positions would be a slippery slope that would again result in anarchy. The idea of the religious sects of the time as a canker eating away at society is a powerful image of the intensity of this fear. At the same time, members of those religious sects must have been constantly fearful of repression. Extreme weather events and other natural phenomena then, as now, bred fear as human beings grappled with the question of how to deal with what is beyond their control. Finally, exiles and refugees today, as in the past experience great fear for their lives and prospects, and at the same time have the potential to provoke a fearful reaction in others: their 'otherness' makes them suspect and a threat.

It is perhaps not surprising that a period of great change and revolution was marked by fear. Thomas Hobbes commented that he and fear were twins (it was said that his mother went into labour on hearing news of the Spanish Armada) and fear certainly played a central role within his political thought. Similarly the title and frontispiece to the pamphlet The world turned upside down of 1645 reflects the sense of fear and strangeness that seems to have been palpable at the time. Historians typically focus on the changes that were introduced, the debates that were played out, and the ideas that emerged, but perhaps refocusing on the fear would prove fruitful.

It is also important to remind ourselves that fear need not always provoke a violent, destructive or exclusive response. On this point I was struck by Ariel Hessayon's comment that Gerrard Winstanley's answer to the climactic problems of the seventeenth-century (and indeed to those of poverty and division too) was in essence peaceful, communal and constructive. He set about planting beans and turnips on St George's Hill in Surrey in a bid by himself and the members of his community to feed themselves.

Speaking of Winstanley brings me back to the poster I produced for the event and the image on it depicting a slightly quirky quartet of figures. Winstanley and Rainsborough are there joined by the nineteenth-century Chartist William Cuffay and the "King of the Hippies" Sid Rawle, under a banner stating 'This Land is your Land' 'Take it'. This mural can be found painted on to an artists' studio at the top end of the Ouseburn Valley in Newcastle. It would seem that I, and those attending the workshop, are not the only current residents of Newcastle who can see the relevance of seventeenth-century political ideas.
